Program Overview
RIVA Solutions supports the U.S. Department of Health and Human Services (HHS) Office of Inspector General (OIG) by delivering enterprise IT engineering and service support capabilities. This program focuses on maintaining and modernizing cloud-based collaboration, messaging, identity, and endpoint management platforms to ensure secure, compliant, and highly available IT services.
The effort includes supporting Microsoft 365 services, security and compliance frameworks, identity management, governance initiatives, and automation capabilities within a secure federal environment. The program emphasizes operational excellence, cybersecurity best practices, compliance with federal standards, and continuous modernization of cloud services.
Position Overview
RIVA Solutions is seeking a Senior Computer Systems Engineer/Architect – Office 365 to serve as the senior Microsoft 365 subject matter expert supporting a federal enterprise environment.
This individual will provide technical leadership and architectural oversight for Microsoft 365 services, ensuring optimal performance, security, governance, and compliance across the organization. The role includes tenant administration, identity integration, security policy enforcement, automation, Power Platform enablement, and oversight of advanced Microsoft Purview and Defender capabilities.
The ideal candidate brings strong hands-on engineering expertise, enterprise architecture experience, and the ability to drive modernization initiatives within a secure federal cloud environment.
Core Responsibilities
Maintain and optimize Microsoft 365 services including Exchange Online, SharePoint Online, Microsoft Teams, and OneDrive for Business
Administer Microsoft 365 tenant environments including user/group management, license management, security configurations, and service health monitoring
Lead deployment and implementation of M365 Copilot including prerequisites, pilot execution, and enterprise rollout
Develop and manage Microsoft Purview capabilities including Data Loss Prevention (DLP), sensitivity labels, retention policies, eDiscovery, and compliance configurations
Ensure seamless identity management integration with Azure Active Directory (AAD), including Single Sign-On (SSO), Azure AD Connect synchronization, Multi-Factor Authentication (MFA), and conditional access policies
Implement and enforce security best practices including encryption, Information Rights Management (IRM), and advanced compliance features
Utilize PowerShell and Microsoft Graph API to automate administration, user provisioning, and tenant configuration
Support Power Platform solutions including Power Apps, Power Automate, Power BI, and Power Virtual Agents
Develop governance policies and support implementation of a Microsoft 365 Center of Excellence (COE)
Manage and secure endpoints using Microsoft Intune including MDM/MAM configurations
Create and maintain technical documentation including SOPs, methods of procedure, and architectural diagrams
Collaborate with cross-functional IT and security teams to drive continuous improvement initiatives
Minimum Qualifications
Bachelor’s degree in Information Technology, Computer Science, or related field
Minimum 6 years of experience in Microsoft 365 engineering or architecture roles (4 years with a Master’s degree)
Demonstrated expertise in Microsoft 365 including:
Exchange Online
SharePoint Online
Microsoft Teams
OneDrive for Business
Tenant administration and license management
Strong experience in Azure Active Directory integration, SSO, directory synchronization, MFA, and conditional access
Experience with Microsoft Purview, Defender, DLP, IRM, retention policies, audit logging, and compliance configurations
Experience with Microsoft Power Platform (Power Apps, Power Automate, Power BI, Power Virtual Agents)
Experience with PowerShell automation and Microsoft Graph API integration
Experience managing Microsoft Intune for endpoint and mobile device management
Strong problem-solving skills and ability to work in a fast-paced environment
Strong written and verbal communication skills
U.S. Citizenship required with ability to obtain and maintain a Public Trust (High Risk) clearance
Preferred Qualifications
Master’s degree in Information Technology or related field
Microsoft 365 or Azure certifications
Experience supporting federal government environments
Experience implementing governance frameworks and Centers of Excellence
Salary
Up to $115,000 per year based on experience
