Job Description
The Director, Navy-Marine Corps Growth and Strategy will work with operations to maintain strong client performance and with business development to identify and solve growth opportunities.

This individual will develop the Navy-Marine Corps account pipeline and lead the overall strategy for large capture efforts. This includes guiding teams to draft solutions for all areas of a business opportunity/proposal (technical, management, staffing, transition, cost, teaming), writing/drawing technical approaches to be used in technical volumes, and integrating these aspects for a synchronized winning offering to the customer. This individual will act as capture manager and work collaboratively with the program managers and subject matter experts (SMEs) to drive win strategy, shaping, solutioning, and proposing integrated winning solutions for new business and re-competes in the targeted market areas.
  • Serves as account portfolio lead, connecting solutions and delivery across the portfolio programs.
  • Collaborate with the core capture team to lead the discovery of customer missions and challenges to recommend teaming, shaping, and potential strengths-based solutions as applicable.
  • Conceptualize, develop, communicate, and propose solutions that will drive our growth and lead directly to top and bottom-line results.
  • Work with clients in both a long-lead and tactical capacity to help solve their critical needs and challenges.
  • Spearhead the further development of the corporate business capture process with specific emphasis on winning strategically important contracts and task orders.
  • Develop pursuit plans for complex pursuits in conjunction with business line leadership.
  • Meet with, gather, and assess business and technical needs from customers within target markets.
  • Develop internal support and commitment in terms of resources, leadership participation, and governance.
  • Engage clients and influence the clients' needs as documented in the RFP.
  • Identify related needs including opportunity expansion.
  • Identify required project steps and problem areas that require attention.
  • Identify information on competitors for use in strategic pricing.
  • Maintain excellent communications with line of business.
  • Advance opportunities through the use of effective consultative selling techniques.
  • Partner effectively with others across the business to ensure problem resolution and customer satisfaction.
  • Analyze and provide support to deals in the pipeline where needed.
  • These solutions may require awareness of hardware, software, networking, cloud architectures, aerospace, communications, cyber, electrical, manufacturing, mechanical, or other specialized engineering domains to design, develop, and support integrated solutions for DOD clients. You will work with SMEs in many of these areas to determine the optimum approach, methodology, tools, architectures to develop an innovative, integrated & comprehensive technical and non-technical solution.


Requirements
  • Bachelor's degree in engineering or a related major preferred.
  • Active DoD or DHS Top Secret preferred.
  • Technical certifications preferred such as SAFe, Scrum, ITIL, and CISSP.
  • 10+ years' experience specifically leading, developing, shaping, and writing on large proposal efforts.
  • Must have demonstrated experience developing winning proposals for new and re-compete business pursuits, capture activities and proposal efforts.
  • Must have led and authored portions of the Technical and/or Management Volumes of proposals for the Federal Government.
  • Awareness of a breadth of current technologies and capabilities employed in the Federal Government, sufficient to grasp the technical details from a SME and integrate the relevant aspects into a comprehensive solution.
  • Ability to identify strengths, weaknesses, gaps when the technical solutions are discussed/ presented by different SMEs/vendors. At least awareness, some knowledge or expertise in any or some of the technologies, frameworks to include (but not limited to) Software Architecture, Cloud, Data Analytics, Cyber, and Intelligence.
  • Awareness of various Software Development methodologies spanning Agile to Waterfall, DevSecOps etc.
  • Knowledge of Defensive/Offensive Cyberspace Operations (DCO/OCO).
  • Awareness and experience solutioning for integrated solution that include products, Hardware, software engineering and sustainment services.
  • Must have experience working front-end solutioning with clients to include assessing needs from requirements (SOW, SOO, PWS, other Draft material), good communication and relationship skills, determining pain points and key client needs, etc.
  • Excellent oral and written communication skills with experience interacting/presenting to executive/senior management.
