Odyssey has an exciting opportunity for a Senior Program Manager (Joint Fires Network (JFN) Integrator) , supporting the Department of the Air Force's Joint Fires Network (JFN) Integrated Program Office (IPO). The JFN is a revolutionary, multi-service command and control (C2) system designed to fuse high-quality targeting data from national and tactical sensors to provide a common operating picture and accelerate the kill chain for the joint force. This individual will operate at the intersection of intelligence, acquisition, and operations, ensuring that cutting-edge capabilities are delivered to the warfighter at the speed of relevance.

Responsibilities
Duties include, but not limited to:
- Provides unique subject matter expertise in support of AF TENCAP technology development and integration including planning, direction, evaluation, and success of rapid prototyping projects, materiel acquisition and research and development technology initiatives involving the application of US military and Intelligence Community (IC) sensors and capabilities in support of warfighter requirements.
- Serves as a primary liaison between AF TENCAP, the JFN IPO, PEO C3BM to ensure project alignment with joint requirements.
- Leverages new technologies to enhance national capabilities for US and joint fighter, bomber, attack and ISR aircraft and munitions capabilities, including tactical sensor integration and multi-sensor fusion. Facilitates the transition of these capabilities, innovative concepts, technologies, and processes to operational use, capability integration or demonstration through the planning and execution of AF TENCAP projects, proof of concept demonstrations, and testing and integration of quick reaction capabilities.
- Provides support for the successful execution of project tasks by actively engaging with vendors in weekly or bi-weekly meetings, leveraging a "Product Owner" approach to clearly articulate requirements and their underlying rationale. Applies meticulous mapping of Technical Direction Letter (TDLs), Technical Direction Plan (TDPs), Statements of Objectives (SOOs), and Statements of Work (SOWs) to specific vendor engagements, ensuring alignment and progress.
- Coordinates with external organizations to gather and present relevant deliverables during vendor updates.
- Works directly with warfighters and combatant command stakeholders (e.g., INDOPACOM) to capture, refine, and validate operational needs and translate them into technical project requirements.
- Demonstrates relationship management experience, with a proven ability to identify and establish relationships with key stakeholders. The ideal candidate effectively coordinates among stakeholders within the US Government on behalf of the vendor, as required for TDL execution.
- Runs external engagements with stakeholders and users, including Key Leader Engagement Activities, and showcasing all prototype capabilities through in-person or virtual demonstrations. Conducts or coordinates training sessions for these prototype capabilities.
- Conceptualizes and communicates the integration of prototype capabilities within the broader Intelligence Community (IC) and Department of Defense (DoD) context or architectures, tailoring messaging for specific audiences based on their position within an SV-1 or OV-1.
- Coordinates with and understands current T10 requirements and the IC development path of existing Programs of Record.Coordinates with PEO C3BM, national intelligence agencies, FFRDCs (Federally Funded Research and Development Centers), and industry partners to leverage existing and emerging technologies. Employs agile development, operational experimentation, and rapid prototyping best practices to ensure capabilities are developed and fielded expeditiously, consistent with the AF TENCAP mission.
- Supports government and contractor program managers by executing acquisition and program management tasks including planning, programming, budgeting, scheduling, financial management execution, contracting, cost/risk analysis, engineering, and logistics planning.
- Supports AF TENCAP portfolio management, including support to program management reviews, acquisition strategy development, management of the AF TENCAP Operating Instruction, Broad Agency Announcement process, database management, training program, and science and technology integration.
- Supports transition and program integration activities; supports transitioning of capabilities and technologies projects to other organizations, and advises the Government of the need, implications and technical actions required to achieve transition.
Qualifications
Minimum Required Qualifications:
Citizenship: US Citizen
Clearance: Top Secret/SCI
Certifications (Preferred):
- Advanced ISR training to include: USAF Weapons Instructor Course (WIC), USN Strike Fighter Tactics Instructor Program (SFTI), or Junior Officer Cryptologic Career Program (JOCCP).
- DAWIA PM Level 1, 2 or 3, or PMP.
Minimum Qualifications:
Education:
- Bachelors in Engineering, Science, or intelligence-related field desired, Masters preferred.
Experience:
- 5-10 years of experience in any: Intelligence Collection or Operations, intelligence analysis, mission planning, DoD Acquisition Engineering, RDTE or Project Management; especially with the NRO or USAF / USN combat aviation.
Preferred Qualifcations:
- Relationships with and work experience within IC agencies with an emphasis on intelligence and intelligence fusion; examples: National Reconnaissance Office (NRO) I2SPO, NRO GED, NRO PROSPO, National Security Agency - Colorado (NSA-C), National Geospatial Agency, and Defense Intelligence Agency (DIA).
- Relationships with and work experience within Department of Defense (DoD) military and intelligence acquisition, especially with Long-Range Kill Chain (LRKC) and Command and Control (C2): PEO, MAJCOM and Prototyping Partner Examples: DAF PEO C3BM, Rapid Capabilities Office (RCO), Air Force Research Laboratories (AFRL), Air Combat Command (ACC) A/2 or A5/8/9, Strategic Capabilities Office (SCO).
- Knowledge of and recent experience with COP and Battle Management tools like: Thresher, Joint Fires Network (JFN), DAF Battle Network, Maven Smart System applications (GAIA and Target Workbench).
