Job Description

Duties

DUTY 1: Critical Executes and enforces all operational, functional, and mission assurance aspects of the personnel security program to include the Presidential Support Program (PSP), the establishment and maintenance of Security Information Files (SIFs) and implementation and execution of the Continuous Evaluation (CE) Program.

DUTY 2: Implements and administers Wing Personnel Security investigations system, verification systems and adjudication systems for case management. Establishes Wing procedures for processing requests for public trust investigations and security clearances for military, civilian and uncleared contractors.

DUTY 3: Delivers, Security Awareness and Education Programs to satisfy security education and training requirements for all assigned organizations and provides advice and assistance to supervisors, managers, commanders and other personnel on the installation.

DUTY4 :Makes information protection risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived insider threat/continuous evaluation program issues that may require deviations from or synthesis of policies.

DUTY 5: Responsible for providing assistance to the Industrial and Information Security Program Managers, as well as the IP Chief, to ensure the three core information protection security disciplines of information, personnel, and industrial security are fully converged from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of personnel security to plan and implement security programs in this area.
2. Knowledge of information and industrial security concepts, principles, and practices to collaborate with those specialists and produce converged policies and recommendations.
3. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs.
4. Knowledge in analytical theories, processes, programs and practices to accomplish broad studies and make well-supported recommendations.
5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
6. Ability to plan, organize work, and meet deadlines

Other significant facts pertaining to this position are:
1. Must be able to obtain an maintain a Secret Clearance.
2. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty
assignments.
3. "This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the
accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military
recall status if alternatives for filling of the position during an emergency are not available."
4. This position is a designated national security position.
5. Department of Defense Security Fundamentals Professional Certification, and Security Asset Protection Professional
Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this
position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification
requirements may not be deleted or modified without the written approval of the AF Security Functional Authority
(SAF/AA) or their delegated security career field representative. This certification requirement only applies to
employees hired onto this position on or after 14 March 2016. Incumbent employees assigned on or before 13 March
2016 are not required to obtain the DoD certification(s) listed above.
6. Department of Defense Security Certification conferral is required within 2 years of the
established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD
Security Accreditation and Certification.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
