Job Description
The Red Gate Group is seeking a Program Budget Analyst to provide comprehensive programmatic and financial analysis support across all phases of the Planning, Programming, Budgeting, and Execution (PPBE) cycle. This role supports Department of the Air Force (DAF/A10) mission requirements by assisting in the development, justification, and execution of program budgets. The position requires close coordination with Program Element Monitors (PEMs), Resource Advisors (RAs), and other stakeholders to ensure accurate financial planning, execution tracking, and compliance with DoD processes, while not performing inherently governmental functions.

Key Responsibilities
- Analyze strategic planning guidance and program direction documents to support development of programmatic and budgetary positions.
- Assist in the development of annual financial plans and out-year programming requirements in coordination with Program Element Monitors.
- Prepare draft budget justification materials, presentations, and supporting documentation for use in internal decision-making and external inquiries.
- Support responses to requests for information from Congress, DoD, and other agencies by developing clear, accurate financial and programmatic materials.
- Assist Resource Advisors in the preparation, processing, and tracking of funding documents.
- Analyze financial data on a recurring basis to ensure accuracy of commitments, obligations, and expenditures.
- Monitor execution of funds and identify trends, risks, or discrepancies impacting program performance.
- Develop reports that communicate financial status, execution progress, and overall budget health.
- Participate in program and budget review meetings to capture requirements and assess implications for the PPBE process.
- Summarize meeting outcomes and provide analysis and recommendations to support government decision-making.
Required Qualifications
- Active Secret Security clearance
- Demonstrated experience supporting the Planning, Programming, Budgeting, and Execution (PPBE) process within the Department of Defense or federal government
- Strong financial analysis skills, including experience with budget formulation and execution tracking
- Familiarity with financial management systems and funding documents (e.g., MIPRs, AF Form 9, MORD)
- Experience preparing budget justification materials and supporting documentation for senior leaders
- Ability to analyze complex financial data and communicate findings clearly
- Understanding of DoD financial regulations and processes
- Strong attention to detail and organizational skills
