Field Team Leader

Project Summary:
The EUR/ACE Monitoring, Evaluation, and Learning (MEL) Task Order supports the U.S. Department
of State’s Bureau of European and Eurasian Affairs in strengthening evidence-based decision-making
across a geographically diverse portfolio of foreign assistance programs. The task order delivers
comprehensive MEL services—including project- and portfolio-level monitoring, third-party
monitoring, evaluations, data quality assessments, and strategic learning—covering priority countries
in Eastern Europe, the Western Balkans, Eurasia, Central Asia, and Ukraine. Operating across complex
and, at times, conflict-affected environments, the project emphasizes methodological rigor, adaptive
management, and timely delivery of actionable evidence. Support is provided directly to EUR/ACE
headquarters through close coordination with bureau staff, implementing partners, and task order
leadership to inform program oversight and learning.
Position Summary:
The Field Team Leader oversees in-country MEL operations, supervises field-based staff, and ensures
high-quality delivery of MEL services in complex and conflict-affected environments. This role is full-
time and is contingent upon award.
General Duties and Responsibilities:
• Lead and coordinate field-based MEL teams and activities.
• Serve as senior in-country liaison with U.S. Embassy ACOORDs and partners.
• Ensure alignment of field MEL activities with EUR/ACE priorities and strategies.
• Oversee site visits, DQAs, TPM, and field data collection.
• Contribute to security planning and operational risk mitigation.
Minimum Education and Experience
• Master’s degree in international development or related field.
• 15+ years of experience in MEL, project design, and field-based program management.
• Prior experience in conflict or high-risk environments.
Required Security Clearance:
U.S. Citizenship. Active Secret-level clearance or ability to obtain an interim Secret clearance.
Location and Travel: Kyiv, Ukraine.
