Job Description:
Parsons is looking for a talented OSINT Tools Manager to join our growing team!
In this role you'll help manage and coordinate the full suite of OSINT and PAI capabilities that support mission operations, including tool lifecycle management, vendor coordination, user access, managed attribution environments, and compliance activities. You'll also work closely with analysts and stakeholders to ensure these capabilities are effectively integrated into mission workflows while maintaining strong governance, training, auditing, and reporting practices.

In this role you'll help manage and coordinate the full suite of OSINT and PAI capabilities that support mission operations, including tool lifecycle management, vendor coordination, user access, managed attribution environments, and compliance activities. You'll also work closely with analysts and stakeholders to ensure these capabilities are effectively integrated into mission workflows while maintaining strong governance, training, auditing, and reporting practices.
What You'll Be Doing :
- Support the management and coordination of Open-Source Intelligence (OSINT) and Publicly Available Information (PAI) capabilities supporting mission operations.
- Assist with the lifecycle management of OSINT tools and platforms, including capability evaluation, integration, and operational support.
- Coordinate with commercial OSINT vendors to facilitate capability demonstrations, product evaluations, licensing management, and issue resolution.
- Manage user accounts and access controls across OSINT platforms, including onboarding, periodic access validation, and deprovisioning in accordance with program policies.
- Oversee Managed Attribution (MA) capabilities, including account provisioning, license management, and ensuring proper use of MA environments in support of mission activities.
- Provide frontline support for MA users, including resolving account issues (e.g., login resets), troubleshooting access challenges, and coordinating with vendors as needed.
- Support the development and delivery of training and guidance related to MA usage, best practices, and operational considerations.
- Develop and maintain usage metrics and reporting, including MA utilization data, to provide visibility into capability usage and support leadership decision-making and audit activities.
- Perform auditing support, including tracking MA account usage, maintaining audit records, and assisting with data calls and compliance reviews.
- Identify emerging OSINT tools, technologies, and data sources that may enhance operational capabilities.
- Support compliance with Intelligence Oversight, privacy, and security policies governing OSINT tool utilization.
- Assist with the development and maintenance of standard operating procedures (SOPs), governance processes, and best practices related to OSINT capability usage.
- Coordinate with analysts, leadership, and stakeholders to ensure OSINT capabilities effectively support mission requirements.
What Required Skills You'll Bring :
- Active TS/SCI clearance with CI Poly
- Bachelor's degree and 10+ years of related experience in intelligence operations, OSINT, capability management, or enterprise technology support. Additional education may count in lieu of experience and additional experience may count in lieu of a degree.
- Experience working with OSINT tools, PAI platforms, and/or Managed Attribution (MA) environments.
- Experience supporting user accounts, access management, or enterprise tool administration.
- Strong analytical, organizational, and communication skills.
- Ability to coordinate with vendors, operational users, and program leadership to support capability implementation and adoption.
