Overview:
The Program Manager (PM) serves as the primary point of contact with the Government and is responsible for the overall management, execution, and performance of contractor support services for the Marine Corps Center for Lessons Learned (MCCLL). The PM provides leadership, direction, and oversight across all task areas, ensuring effective program management, planning, information collection, analysis, and lessons learned integration in accordance with the Performance Work Statement (PWS).

Overview:

The PM provides leadership, direction, and oversight across all task areas, ensuring effective program management, planning, information collection, analysis, and lessons learned integration in accordance with the Performance Work Statement (PWS).
Primary Responsibilities:
- Provide overall program management and oversight of all MCCLL support services in accordance with PWS requirements.
- Serve as the primary liaison between the Contractor and the Contracting Officer (KO), Contracting Officer's Representative (COR), and MCCLL leadership.
- Manage day-to-day operations, including assigning tasks, monitoring performance, and ensuring timely execution of all requirements.
- Develop, maintain, and update program management plans, schedules, and workflows to support mission execution.
- Facilitate Government-contractor communication and lead regular status meetings to ensure alignment on priorities and performance.
- Oversee contractor support to information collection efforts, including coordination with Marine Corps units and relevant stakeholders.
- Ensure systematic collection, validation, and organization of operational data, observations, and lessons learned.
- Supervise analytical activities to ensure accuracy, relevance, and adherence to MCCLL methodologies and standards.
- Oversee development and delivery of lessons learned products, reports, briefings, and other analytical outputs.
- Ensure lessons learned are properly captured, validated, and disseminated to support Marine Corps decision-making processes.
- Implement and maintain a Quality Control (QC) program to ensure all deliverables meet contractual requirements and performance standards.
- Monitor performance metrics and implement corrective actions and process improvements as necessary.
- Manage staffing, including recruitment, onboarding, training, retention, and performance evaluation of personnel.
- Identify, assess, and mitigate program risks and proactively resolve issues impacting performance.
- Oversee subcontractor performance, ensuring seamless integration and compliance with contract requirements.
- Ensure timely submission of required reports and deliverables.
Supervisory Responsibilities:
- Directly supervises contractor personnel supporting MCCLL task areas.
- Provides leadership, guidance, and oversight to assigned staff.
Education and/or Experience:
- Bachelor's degree in a relevant field (e.g., business, management, military studies, intelligence, or related discipline) is required; Master's degree preferred.
- Minimum of 10 years of program or project management experience supporting DOW or similar federal programs.
- Demonstrated experience managing programs involving information collection, analysis, and lessons learned or knowledge management processes.
- Experience supporting Marine Corps or joint operational environments preferred.
- Proven ability to manage programs of similar size, scope, and complexity.
Knowledge, Skills, and Abilities:
- Strong knowledge of Marine Corps or DOW organizational structures, operations, and mission requirements.
- Demonstrated ability to manage information collection and analytical processes.
- Ability to synthesize complex operational data into actionable insights and reports.
- Strong leadership, organizational, and team management skills.
- Ability to effectively communicate with senior Government officials and stakeholders.
- Knowledge of quality control processes and performance management methodologies.
- Ability to manage multiple priorities in a dynamic, fast-paced environment.
Certificates, Licenses, Registrations:
- PMP or equivalent certification preferred.
- Additional relevant certifications in program management, analysis, or knowledge management are a plus.
Security Clearance:
- Active Secret clearance required; Top Secret preferred.
- Must be a U.S. Citizen.
- Must be eligible for and able to obtain and maintain required security clearance/access approvals.
