Overview

Employment in this role is conditional upon successful execution of the contract by the client.

The Work

The Project Manager works under the direction of a Senior Project Manager or designated user agency personnel, managing and overseeing all aspects of one or more IT projects. This individual interacts regularly with mid-level officials of corresponding capacity within the user agency and private sector, ensuring successful project execution in alignment with organizational objectives.

Responsibilities

Key Responsibilities
  • Manage and oversee all aspects of assigned IT projects under the direction of a Senior Project Manager or user agency personnel.
  • Collaborate with clients, customers, and mid-level agency and private sector officials to determine appropriate IT services, define project scope, requirements, and deliverables.
  • Develop, modify, or contribute to project plans and implement project plans to meet established objectives.
  • Coordinate and integrate project activities across internal and external teams ensuring effective collaboration.
  • Manage, lead, or administer project resources, including assigning tasks and monitoring progress.
  • Monitor project activities and resources to identify, assess, and mitigate risks throughout the project lifecycle.
  • Implement, maintain, and oversee quality assurance processes to ensure deliverables meet agency standards.
  • Identify and resolve project challenges; implement improvements and take corrective actions when necessary.
  • Prepare and deliver presentations and briefings on project status, milestones, and outcomes to stakeholders.
  • Participate in phase, milestone, and final project reviews with stakeholders and leadership.
  • Identify the requirements and maintain all necessary project documentation and procedural records.
  • Develop and implement project schedules and release plans in coordination with product teams and stakeholders.
  • Conduct analytical studies, feasibility studies, and cost-benefit analyses to support project decision-making.
  • Evaluate, monitor, and ensure compliance with laws, regulations, policies, standards, and procedures relevant to the project.
  • Identify standards and requirements for change management and participate in change control processes, such as reviewing change requests.
  • Develop and implement information systems, security plans and procedures to safeguard project data and assets.
  • Ensure the development and provision of appropriate product-related training and documentation for end-users.
  • Facilitate communication among stakeholders, project teams, and agency personnel to ensure alignment and project success.

Qualifications

Qualifications - Here's What You Need

The qualifications and skills listed below are intended to provide a general overview of the requirements for this position. Candidates should demonstrate flexibility and a willingness to adapt to evolving responsibilities as outlined by the client.
  • Bachelor's degree in an IT-related or Engineering field .(Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  • Valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). The PMP certification is required and may not be substituted with additional experience).
  • Minimum of five (5) years of broad, extensive and increasingly responsible Project Manager project experience applying project management principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity managing a minimum of 2 direct resources, several matrixed teams and interfacing with executive leadership.
  • Experience in business process, data migration, conversion best practices, reengineering best practices and activities on large scale system implementation projects.
  • Experience in planning, preparing and executing quality assurance activities on large scale system implementation projects
  • Experience in electronic data processing systems study, design, and programming.
  • Experience in refinement and specifying functional requirements, translating functional requirements into technical specifications, preparing testable requirements and eliciting security and performance policies within requirements.
  • Minimum of three (3) years of experience providing Project Management services to state entities on IT projects similar in size and scope to HCD Connect. Project Manager must have worked on a CDT PAL approved project.
  • Minimum of three (3) years of experience working in a lead project manager capacity in IT projects employing Agile Methodology.
  • Minimum of three (3) years of experience in a lead project manager capacity on IT projects involving the implementation of cloud-based Software-as-a-Service or Platform-as-a-Service (P AAS) solution preferably a Salesforce or ServiceNow implementation.
  • Minimum of three (3) years of experience in Organizational Change Management.
  • Demonstrated experience in capital planning and investment assessment for IT initiatives.
  • Experience with contracting and procurement practices for IT projects.
  • Proven financial management skills specific to large-scale IT programs.
  • Proficiency in configuration, data management, and information management systems.
  • Direct involvement in information technology performance assessment and metrics analysis.

Preferred Qualifications:
  • Experience with the following:
    • Task Accomplishment Plan (TAP): Manage a high-level plan of the milestones and tasks associated with each deliverable, including planned and actual start and end dates, primary resources, associated Deliverable Expectations Documents (DEDs) and Deliverable Acceptance Documents (DADs) numbers, and designated approvers of the DEDs and DADs.
    • Implement and execute project activities and other project management techniques, processes, policies, and procedures to ensure project success during the entire system development lifecycle while ensuring the project is following best practices and standards for project management activities.
    • Develop and maintain a project plan.
    • Document, track and aid with the resolution of risks/issues and decisions on the project.
    • Conduct project management briefings for the stakeholders addressing issue resolution, risk assessment activities, schedule, findings and corrective action planning.
    • Assist or Present project management presentations and status reports for the Project Team and Stakeholders.
    • Review and provide recommendations for project management deliverables, and technical project deliverables.
    • Monitor and keep a written log of technical and fiscal issues.
    • Provide support post go-live for Maintenance and Operations phase, monitoring service level agreements and associated metrics.
    • Conduct and provide analysis on lessons learned during project lifecycle and create Project Close Out documentation.
    • Identify process improvement opportunities and help the project team with planning and implementation of continuous improvement activities.
