The Work
The Technical Lead operates under the general supervision of a Senior Technical Lead or Senior Project Manager, supporting enterprise-wide information technology architecture initiatives. This role is responsible for developing, maintaining, and integrating reference models and processes that directly support the organization's IT strategic objectives.

The Work

This role is responsible for developing, maintaining, and integrating reference models and processes that directly support the organization's IT strategic objectives.

Responsibilities
Key Responsibilities
- Develop reference models of the enterprise architecture and maintain associated information within the organizational IT repository.
- Analyze current and target enterprise architecture states, identify gaps, and formulate actionable transition plans.
- Define policies and principles to guide enterprise technology decisions, ensuring alignment with organizational strategy.
- Identify and recommend opportunities for improving enterprise-level systems, supporting business process optimization and adoption of emerging technologies.
- Promote and educate internal and external stakeholders on the value, use, and standards of the enterprise architecture.
- Provide architecture guidance, technical support, and coordination to customers and IT project teams across the organization.
- Document enterprise architecture infrastructure, including business units and key processes, using appropriate modeling techniques and standards.
- Participate in test planning, validation, and review activities to ensure seamless technical integration across the enterprise.
- Evaluate the impact of architecture products and services on IT investments, business operations, stakeholder satisfaction, and strategic outcomes.
- Coordinate and conduct governance and portfolio management activities to ensure compliance with the established enterprise architecture.
- Rigorously apply information security and information assurance policies, principles, and best practices to all architecture components.
- Prepare and submit Technical Diagrams, Technical Documentation, and Knowledge Transfer Materials, as well as support development of Monthly Status Reports, in compliance with agency requirements.

Qualifications

- A minimum of five (5) years of experience aligning IT systems with organizational business processes. At least three (3) years of that experience must have been in a lead capacity.
- Bachelor's degree in an IT-related or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
- Minimum of three (3) years of lead experience in transitioning to target architecture enterprise system using Agile methodology.
- Minimum of three (3) years of experience in multiple IT disciplines to develop major components of the enterprise architecture plan including strategic drivers, current and target architecture, the sequencing plan, architectural segments and reference models and standards using technical documentation methods.
- Minimum of three (3) years of experience in business process, reengineering best practices and activities on large scale system implementation projects with customers and IT project teams.
- Minimum of three (3) years of experience in data migration and conversion best practices and activities on large scale system implementation projects.
- Comprehensive knowledge of organizational mission, goals, IT infrastructure, and enterprise architecture principles, reference models, and standards.
- Proficiency in program management principles, strategic and IT planning, and the formulation of metrics and evaluation techniques to measure architectural effectiveness.
- Demonstrated capabilities in aligning enterprise IT specifications with business requirements and driving architectural improvements to meet organizational objectives.
- Experience in developing enterprise architecture plans, including strategic drivers, current and target architectures, sequencing plans, architectural segments, reference models, and standards.
- Mastery of technical documentation methods and effective communication techniques, both oral and written.
- Familiarity with project management concepts, enterprise architecture methodologies, and cross-disciplinary IT principles sufficient to support complex architecture initiatives.
- Ability to prepare clear, comprehensive reports and deliver effective presentations to diverse audiences.

- Design scalable, maintainable cost-effective solutions aligned with business requirements.
- Create detailed technical specifications, data models, and integration architecture diagrams.
- Define development of best practices, deployment strategies, and quality standards.
- Identify technical risks and develop mitigation strategies.
- Handle advanced Apex, Lightning Web Components, and integrations.
- Architect API integrations with external systems.
- Plan and oversee data migration approaches and ETL processes in view of target architecture.
- Ensure solution meets performance and scalability requirements.
- Work with business analysts, project managers, and stakeholders and provide expert guidance to leadership on technical decisions.
- Guide and mentor developers, administrators, and junior technical staff.
- Establish and enforce coding standards, conduct peer reviews.
- Oversee DevOps processes and release management.
- Ensure comprehensive technical documentation is available.
- Plan for hyper care during releases and ongoing maintenance.
- Design within platform governor limits and optimize resource usage.
- Knowledge Transfer: Prepare knowledge transfer materials and Conduct knowledge transfer sessions.
