Job Description

Koniag Professional Services, LLC a Koniag Government Services company, is seeking a Senior Acquisition Analyst with a Secret security clearance to support KPS and our government customer. The position is remote.

Koniag Professional Services (KPS)currently has an opening for a Sr. Acquisition Analyst for the Department of War, Office of the Under Secretary of War for Research and Engineering (OUSW (R&E)), CDAO Acquisition Office

The successful candidate will be instrumental in shaping the CDAO's growth and innovation strategies through the identification, evaluation, and execution of strategic acquisitions, under Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and non-FAR (Other Transactions, Commercial Solutions Opening, etc.) authorities. This role involves leading end-to-end contracting processes, from market research and due diligence to post-award lessons learned. The candidate will work closely with Agreements Officers, Acquisition Branches leadership, and cross-functional teams to ensure that acquisitions align with CDAO objectives and contribute significantly to the organization's overall success.

Responsibilities:
  • Contributes to the development and refinement of the organization's acquisition strategy within the digital and AI landscape.
  • Conducts comprehensive market research to identify potential requirement targets in the digital and AI domains, as well as assessing emerging trends and competition opportunities.
  • Assists the Government with leading the evaluation and adoption of new acquisition approaches, tools, and methodologies that drive innovation and improve business processes.
  • Ensures compliance with relevant regulatory requirements and industry standards.
  • Provides technical consultative advisement to CDAO leaders on the appropriate usage of The Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and non-FAR (Other Transactions, Commercial Solutions Opening, etc.) authorities.
  • Provides cradle-to-grave contracting support for all contract types under FAR 16 to include Firm-Fixed Price (FFP), Cost-Plus-Award-Fee (CPAF), Time & Materials (T&M) contracts, and a hybrid of these type contracts.
  • Develops cost schedules for FAR and non-FAR based actions; and performs cost/price and cost/price realism analysis using Proposal Analysis Techniques, in accordance with law, regulation (e.g., FAR, DFARS), applicable DoD instructions, Acquisition Pathways, and/or local policy memorandums.
  • Assists the Government with the negotiation of contracts and agreements to ensure optimal terms and value for the organization.
  • Leads due diligence efforts, coordinating with cross-functional teams to assess legal, operational, financial, and technical aspects of potential acquisitions.
  • Conducts comprehensive financial analysis, including valuation assessments and the development of financial models to support decision-making.
  • Prepares detailed business cases outlining strategic rationale, synergies, and risk mitigation strategies for proposed acquisitions.
  • Presents findings and recommendations to senior leadership and stakeholders, gaining buy-in and support for proposed acquisitions.
  • Collaborates with integration teams to ensure smooth post-acquisition integration, supporting key milestones and objectives.
  • Builds and maintains relationships with internal and external stakeholders and industry
  • Prepares documentation review for various documents, including acquisition, other program document, and technical papers, and correspondence. Ensure documents are prepared in the appropriate format and are free from grammatical errors.
  • Assists other team members in other tasks and initiatives as needed to accomplish the overall mission.

Requirements:
  • 10+ years of experience
  • Must have direct experience working in support of a DoD Contracting Office
  • Knowledge of and experience with the Federal Acquisition Regulation and the DoD-specific acquisition policies and processes
  • Extensive experience developing and implementing commercial and non-commercial acquisition strategies
  • Extensive knowledge and experience with the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and non-FAR (Other Transactions, Commercial Solutions Opening, etc.) policies and processes
  • Demonstrated performing and providing consultative advisement for cradle-to-grave contracting support for all contract types under FAR 16 to include Firm-Fixed Price (FFP), Cost-Plus-Award-Fee (CPAF), Time & Materials (T&M) contracts, and a hybrid of these type contracts
  • Extensive knowledge of artificial intelligence, machine learning, and data science concepts, methodology, techniques, and technologies. Previous experience in technology or AI-related industries is highly desired.
  • Experience conducting market research and analysis to identify potential acquisition targets, emerging trends, and competitive landscapes for DoD Government Customers
  • Experience developing white papers, business cases, and executive-level recommendations
  • Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities
  • Ability to uphold a strict level of discretion and confidentiality
  • Ability to take a conceptual discussion and build a presentation to convey the message.
  • Highly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities
  • Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
  • Advanced MS Word and PowerPoint skills; proficient MS Teams, Excel and Outlook application skills
  • Ability to work both independently and as part of a team.


Education:
  • Bachelor's Degree in related field.


Security Pre-Requisite:
  • To be considered, must have a Current/Active DoD SECRET clearance and be eligible to be upgraded to TS/SCI


Office Location and Travel:
  • Remote
  • Occasional travel in support of the Government Customer with advance notification
