Responsibilities:
- Assists in developing, updating, and implementing an international strategic engagement plan to ensure Foreign Military Sales (FMS) are properly coordinated.
- Works across the DoW and with foreign partners to track international allies and partners' work on data, analytics, and artificial intelligence (AI) in defense, and maintains situational awareness for the organization in support of OUSW R&E CDAO Maven Smart Systems (MSS) Program Office.
- Supports the Government's efforts to track global initiatives and solutions for data, analytics, and AI-focused capabilities in defense.
- Assists with the preparation and negotiation of CDAO's Memoranda of Understanding (MOUs), project agreements (PAs), information/data sharing agreements/annexes, and other documentation as needed with foreign nations and international organizations.
- Assists with coordinating international visits, meetings, conferences, and travel for DoW officials and division teams, including logistical details and planning for entry into DoW facilities as necessary.
- Supports the Government in the development and implementation of international data, analytics, and AI defense policy in coordination with other DoW components.
- Coordinates across the Department to ensure aligned messaging with foreign partners in senior-level bilateral and multilateral meetings, including writing substantive read ahead materials for senior officials.
- Supports DoW, interagency, and/or congressional taskers on international efforts and priorities, including drafting reports and responding to DoW-wide and internal taskers.
- Maintains effective working relationships with counterparts in the defense establishment, interagency environment, and with foreign partners to advance international AI policy initiatives.
- Prepares briefings, position papers, and appropriate correspondence in support of OUSW R&E CDAO officials' interactions with foreign officials and represents C OUSW R&E DAO personnel in U.S. interagency and DoW meetings as directed.
Requirements:
- 15+ years of relevant experience
- Expert knowledge of and experience with the methodology for the initiation and establishment of DoW international cooperative programs for research, development, production, and support including foreign military sales and licensing processes.
- Comprehensive knowledge of U.S. export control laws, regulations, policies, and procedures including, but not limited to, a working knowledge of the Arms Export Control Act, International Traffic in Arms Regulations, Export Administration Regulations, and associated USG export licensing activities.
- Extensive knowledge of and experience facilitating U.S. National Disclosure Policy policies and procedures.
- Extensive knowledge of US Security Assistance and Foreign Military Sales laws, regulations, policies, and procedures.
- Proficiency to work effectively with a broad spectrum of DoD, interagency, and foreign nation government at senior and action officer levels.
- Experience developing foreign engagement strategies and action plans
- Experience developing strategies, reports, white papers, business cases, and executive-level recommendations
- Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities
- Ability to uphold a strict level of discretion and confidentiality
- Ability to take a conceptual discussion and build a presentation to convey the message.
- Highly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities
- Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
- Advanced MS Word and PowerPoint skills; proficient MS Teams, Excel and Outlook application skills
- Ability to work both independently and as part of a team.
- Bachelor's Degree in a related discipline or field

Security Pre-Requisite:
- To be considered, must have a Current/Active TS/SCI security clearance

- Occasional travel in support of the Government Customer with advance notification
