ECS is seeking a Senior Program Manager to work in our Washington, DC office. Please Note: This position is contingent upon contract award.
ECS is seeking a Senior Program Manager to join our National Security and Civilian Business Unit supporting programs within the Department of Justice (DOJ). As the Sr. Program Manager, you will provide leadership, enablement, and operational oversight to a multifunctional IT Operations and Enterprise services team dedicated to supporting mission-critical secure communications systems that enable law enforcement, national security, and intelligence operations across DOJ bureaus and components.
This role is critical to advancing secure, compliant, and operationally resilient IT and communications infrastructure that enables DOJ stakeholder organizations-including the Federal Bureau of Investigation (FBI), Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), U.S. Marshals Service (USMS), and others-to achieve their mission objectives while maintaining the highest standards of security, reliability, and performance.
This program supports Infrastructure Operations & Management, Cybersecurity Services, User Support Operations, Training & Deployment, Platform Development, System Administration, COMSEC Account Management, and Strategic Communications to ensure the operational continuity and security posture of classified and unclassified communications systems. The ideal candidate will be a fast learner with demonstrated experience managing multi-domain, multi-tenant IT infrastructure operations in secure environments, able to effectively engage cross-functional teams and work across distributed teams to decompose complex technical and operational problems into workable solutions. A customer-focused mindset, servant leadership approach, and process improvement expertise through ITIL and Agile methodologies are essential. Additionally, candidates must demonstrate effective stakeholder communication at all organizational levels and have experience managing 24x7x365 continuous operations, RMF compliance, and incident response.
This role is based in Washington, D.C. Metro Area.

- Program Delivery & SLA Achievement: Ensure all program deliverables and service level agreements are met, leveraging data-driven management to improve response times, backlog reduction, and customer satisfaction.

- Strategic Communication & Stakeholder Engagement: Develop and deliver strategic communications and customer briefings, building relationships and ensuring transparency with all stakeholders.

Salary Range: $190,000 - $220,000
Required Skills
- Active Secret clearance required; TS/SCI eligibility preferred
- Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field (or equivalent experience)
- 10+ years of IT program management experience supporting Federal government customers
- 5+ years managing multi-million dollar IT operations or infrastructure programs
- Demonstrated experience managing 24x7x365 operations, incident response, and service delivery for mission-critical Federal systems
- Experience with FISMA, RMF, NIST 800-53, and cybersecurity compliance programs supporting ATO accreditation and continuous monitoring
- Strong understanding of ITIL service management frameworks and Agile/Scrum methodologies
- Proven ability to manage geographically distributed teams and coordinate across multiple functional areas (infrastructure, cybersecurity, help desk, training)
- Experience managing subcontractors and ensuring contract compliance
- Excellent written and verbal communication skills with demonstrated ability to engage executive leadership and technical stakeholders
- PMP, ITIL 4, or SAFe certification
- Experience supporting DOJ, FBI, or law enforcement IT operations programs
- Familiarity with COMSEC policies, NSA directives, or secure communications systems
- Experience managing hybrid multi-cloud infrastructure operations (AWS, Azure, on-premise)
- Background in DevSecOps, CI/CD pipeline management, or Infrastructure as Code (IaC)
- Prior experience with RMF accreditation processes, STIG compliance, or ATO package development
- Knowledge of continuous monitoring tools (CloudTrail, CloudWatch, HBSS, Splunk, intrusion prevention systems)
