We are seeking a Senior Operations Research Analyst with extensive expertise with the Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense Policy and Programs/Nuclear Matters (OASW(ND-CBD/NM)) within the Washington DC area to join our team.

This position will support the Office of Nuclear Surety and Exercise Programs, providing expert analysis and support for nuclear surety policies, procedures, and exercise planning and execution.

Responsibilities:
  • Develop methodologies for threat, vulnerability, and risk assessments related to nuclear physical security, analyzing annual Deviation and Nuclear Surety Inspection reports.
  • Design, monitor, and support exercise execution including NUWAIX, PROMINENT HUNT, and PATHFINDER exercise series, as well as DoD Force-on-Force exercises (4 times per year).
  • Support DoD's Nuclear Weapons Use Control Program by constructing analytical frameworks for threat assessment and performing cost/benefit analysis for protective strategies.
  • Provide technical advice on nuclear weapons and material transportation, support Nuclear Transportation Working Group (NTWG), and conduct transportation risk assessments.
  • Support NATO Joint Theatre Surety Management Group (JTSMG) meetings, NATO High Level Group meetings, and NATO-Russia Council exchanges (7+ meetings per year).
  • Provide technical support for incident response planning and coordination, drafting updates to DoD policy for responding to nuclear/radiological incidents.
  • Support quarterly safety meetings, annual reviews of Nuclear Weapon System Safety Rules, and coordinate applicable Safety and Surety directives.

Required Qualifications

Bachelor's degree, or 4 additional years of experience considered in lieu of degree.
  • 5 years of related experience
  • Active Top Secret clearance. Must be able to obtain and maintain a TS/SCI clearance.
  • Strong analytical and research capabilities.
  • US citizen

Desired Qualifications

  • Experience working in an Office of the Secretary of Defense (OSD)/Joint Staff/Interagency environment.
  • In-depth knowledge of nuclear weapons systems and operations.
  • Nuclear weapons physical security and safety expertise.
  • Experience with nuclear surety programs and inspections.
  • Knowledge of DoD exercise planning and execution.
  • Familiarity with Nuclear Command and Control (NC2) systems.
  • Advanced degree (Master's or PhD) in Operations Research, Engineering, or related field.
  • Experience with risk assessment and mitigation strategies.
  • Strong project management and coordination skills.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
