Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

We are seeking a Senior Program Analyst - Chemical Demilitarization with extensive expertise with the Deputy Assistant Secretary of War for Threat Reduction and Arms Control (DASW(TRAC)) Chemical Demilitarization Program within the Washington Headquarters Services in Falls Church, VA to join our team.
Responsibilities:
- Support ODASD(TRAC) in analysis of Chemical Weapons Convention (CWC) obligations and U.S. legislative requirements for Chemical Demilitarization Program.
- Analyze and coordinate inputs from CMA and ACWA Program to build Chemical Agent and Munitions Destruction Defense budget justification exhibits.
- Provide analytic support in review and development of CDP Annual Report to Congress and other congressionally required reports.
- Assist with monitoring and reporting on United States' compliance with destruction requirements mandated by CWC, including participation at chemical weapons destruction site working group meetings and Army and interagency meetings.
- Work closely with Offices of Assistant Secretary of Army for Installations, Environment, and Energy, Director of U.S. Army Chemical Materials Activity (CMA), and Program Executive Officer for Assembled Chemical Weapons Alternatives (ACWA) to provide program acquisition support.
- Assist in development of DoD issuances and strategic plans to document roles and responsibilities of OSD and Army and provide policy guidance for remaining CDP mission areas.
- Execute data scraping, preparation, visualization, and analysis across TRAC portfolio to increase efficiency, aid analysis, enhance messaging, and support program evaluation and risk-reduction.
Required Qualifications
Bachelor's degree in engineering, scientific, technical, management, or related discipline
- 10+ years of experience in staff environment providing assessments and analyses addressing cost, schedule, and performance parameters.
- Active Secret security clearance.
- US.Citizen
Desired Qualifications
- Master's degree in relevant field.
- Acquisition management experience.
- Congressional legislative experience.
- Knowledge of chemical weapons destruction technologies and processes.
- Experience with Army or DoD chemical demilitarization programs.
- PMP or equivalent project management certification.
