Headquarters United States Air Force, Office of the Assistant Secretary of the Air Force for Space Acquisition and Integration.

Responsibilities


The Senior Acquisition Policy SME supports the organization by developing, reviewing, and implementing policy and integration processes to support Air Force space and Department of Defense (DoD) acquisition oversight processes. The Senior Acquisition Policy SME establishes and maintains effective working relationships with customers and other stakeholders of the organization, both internally and externally. The SME thrives in a work environment with high expectations and executes diverse work assignments while maintaining strict attention to detail.



Responsibilities
  • Enabling Assistant Secretary and Space Acquisition Executive (SAE) oversight and decision-making activities, PEO program execution, and oversight efforts of space systems.
  • Providing input and support to the major Air Force and DoD decision support processes, including Air Force and Joint Chiefs of Staff (JCS) capability requirements processes; Planning, Programming, Budgeting, and Execution (PPBE); Defense Acquisition System and Air Force related boards, panels, and processes, including Defense Acquisition Boards (DABs), Acquisition Review Boards (ARBs), Acquisition Strategy Panels (ASPs), Configuration Steering Board (CSBs), Milestone Decision Authority (MDA) determinations and certifications; and acquisition authority delegations.
  • Studying, researching, analyzing, and providing recommendations on requirements, space acquisition strategies, program documentation, program phase transition plans, program integration, and program execution.
  • Providing honest broker assessments of policy compliance for space programs approaching milestone decisions; identifying issues with stated program direction.
  • Reviewing and evaluating the impact of national, DOD, JCS, and civil government policies and activities that affect space acquisition programs and capability areas.
  • Providing short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, Office of the Secretary of Defense (OSD) Staff, Joint Staff, Air Force, FLDCOM/ MAJCOM, and international activities.
  • Providing expert-level insights, research, and analysis for Congressional testimony, reports, Questions for the Record (QFRs), and Requests for Information (RFI); reviewing and/or preparing responses to Government Accountability Office (GAO), Congressional Budget Office (CBO), DoD Inspector General (IG), and other similar reports.
  • Researching, analyzing, and assessing annual Congressional policy and appropriation bills for impacts to space acquisition programs, policy, and funding.
  • Providing expert-level insights, research, and analysis supporting the development and/or update of DoD issuances and Air Force mission directives, policy directives, instructions, manuals, Program Guidance Letters, Program Action Directives, and similar documents.
  • Developing and refining executive-level briefings, correspondence, presentations, reports, staff packages, and similar products supporting a wide range of DoD and Air Force senior leader decisions, engagements, and processes.
  • Maintaining historical space acquisition policy and process documentation and developing summary documents/briefings and training material.
  • Monitoring on-going studies, analyses, and developmental work relevant to space acquisition policy.
  • Handling confidential and classified (Secret/TS-SCI) information, correspondence, and communications.
  • Any other tasks closely associated with the performance of duties listed above and as coordinated with the contracting officer's representative.


Skills Required


Skills Required
  • Active Top-Secret clearance with SCI eligibility.
  • Working familiarity with typical HQ staff packages and documentation to include Electronic Staff Summary Sheets (eSSS), buckslips, memoranda, and official letter correspondence.
  • Working familiarity with standard HQ task and correspondence coordination tools to include Task Management Tool (TMT), Enterprise Task Management System-2 (ETMS-2), and Correspondence and Task Management System (CATMS).
  • Proficiency with using Microsoft Office and other standard computer applications.
  • Experience working successfully with senior executives at multiple organizational levels.
  • Experience fostering stable and productive working relationships that communicate expectations and promote cooperation.
  • Experience communicating effectively and concisely using a variety of styles and techniques appropriate to the audience.
  • Ability to work collaboratively with personnel at all levels of the organization.
  • Executive-level writing and editing skills with strict attention to detail.
  • Ability to adapt to rapidly adjust to changing work environments while maintaining high levels of performance and support.

Desired Skills
  • Familiarity with Defense Space and National Security Space in the areas of policy, strategy, requirements, capabilities, architectures, programs, acquisition, and operations.
  • Familiarity with civil, commercial and international space capabilities.
  • Experience with AFSPC, SMC, NRO, NASA, NOAA.

Education
  • Master's Degree and over 30 years of relevant work experience in DoD and/or Air Force policy, strategy, military operations, national security activities, space operations and/or space acquisition/integration.




Education

Bachelor's degree required, preferably in math, engineering, business, or the sciences.
