In this role, you will:
- Lead advanced planning and execution of NAVSEA ship modernization for all amphibious ships in the Pacific, including identification, integration, and technical validation of alteration work packages, repair work, work specifications, design requirements, alteration material, and Integrated Logistics Support (ILS).
- Serve as the key liaison between NAVSEA 21, PMS 321 Ship Class Managers, Regional Maintenance Centers (RMCs), Planning Yards, ISEAs, shipyard contractors, Port Engineers, and ship's force to ensure technical accuracy, schedule adherence, and financial accountability.
- Serve as the senior waterfront representative and subject-matter expert coordinating with Regional Maintenance Centers (RMCs), government installation sponsors, ISEA technical codes, shipyard contractors, and Planning Yard On-Site Representatives to ensure technical accuracy and completeness of all ship alteration data.
- Direct detailed data analysis for CNO availabilities, monitor key planning milestones, develop and maintain planning metrics, and track alteration accomplishment and readiness for execution.
- Analyze availability cost data to identify trends, risks, and opportunities; provide senior-level recommendations to resolve bottlenecks, mitigate schedule slips, and optimize modernization and maintenance processes.
- Maintain clear, authoritative communication channels between SEA 21 / PMS 321 leadership, Ship Program Managers (SPMs/PMs), RMCs, Planning Yards, contractors, and ship's force; deliver daily/weekly status reports on Government-Furnished Information (GFI) deliverables and overall modernization progress.
- Provide real-time execution reporting and financial expenditure updates directly to NAVSEA 21 on work package status, production completion dates, and funding burn rates.
- Lead work packaging and publishing processes; review, finalize, and ensure accuracy of detailed work specifications and maintenance packages in accordance with technical, contractual, and program standards.
- Identify and mitigate challenges impacting modernization work item development, Government-Furnished Material (GFM) delivery, and production milestones; serve as the primary escalation point for the Pacific waterfront team.
- Brief senior NAVSEA, TYCOM, and ship leadership on modernization status, funding progress, and schedule impacts (including PB4M, CASREP, and Ships of Interest meetings).
- Provide direction, training, and mentoring to junior PMR planners and support staff as a recognized expert in modernization and availability planning.
- Ensure full compliance with security procedures and perform additional duties as assigned by the Program Manager Representative.
To be successful in this role you will have:
- An Active/Current DoD Secret Clearance.
- US Citizenship.
- Bachelor's degree
- An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
- 8 years of relevant/similar experience.
- Navy ship modernization / availability planning experience or similar/related experience.
- Extensive waterfront experience supporting amphibious ship (L-Class) modernization, CNO availabilities, alteration installation, and production control.
- Proven senior-level coordination with RMCs, Planning Yards, ISEAs, Port Engineers, and ship's force.
- Ability to travel 10% of the time.
Additional desired experience and skills:
- Recent experience as a waterfront subject matter expert, Class Advocate, or senior production controller for LHD, LPD, LSD, or ESB class ships (Pacific theater highly preferred).
- Strong analytical skills including process mapping, risk analysis, and availability metrics development.
- Expert proficiency in Microsoft Office (Excel, PowerPoint, Word) for data analysis, metrics, and executive briefings.
- Exceptional written and verbal communication, interpersonal, and presentation skills with demonstrated ability to brief Flag-level and senior NAVSEA leadership.
- Prior military service (especially Surface Engineering LDO, Chief Engineer, or SMMO experience on amphibious ships) is highly desired.
