Description

The Digital Modernization Sector at Leidos is seeking an Industrial Security Representative (ISR)/Special Security Representative (SSR) supporting work for DHS HEITS Contract in Lorton, VA.

The position will be a part of the Leidos Defense/Intel IT Security Team. 

The ISR/SSR works under the guidance of the Leidos Defense & Intel IT, Business Area Security Manager in the application of Leidos security standards and practices to existing government facilities identified by the contract.

The ISR/SSR is responsible for implementing the industrial security program and ensuring company and customer security requirements are met. The ISR/SSR will directly support the customer and be committed to protecting classified information, assets, and secure spaces. The candidate will serve as a security team member/lead and will directly interface and collaborate with key leaders and customers. Specifically, the candidate will safeguard all assets, and information and process/manage OSS and SCIF access control requirements and visit requests. This position will provide security management and implementation of security policies and procedures within the facility. Areas of emphasis are SCIF management, physical  and personnel security, OPSEC, nominations and verification of clearances/accesses. The ISR/SSR will be required to interact with and provide security support to the Department of Homeland Security (DHS) officials. Other duties may be assigned as needed.

Primary Responsibilities
• Conduct ISR/SSR duties in the following areas: Management, maintenance and accreditation preservation of Open Storage Spaces (OSS) and Sensitive Compartmented Information Facilities (SCIFs). Processing of Prime and Sub DD254s; escorting uncleared personnel/visitors; update and maintain facility and TEMPEST checklists; conduct routine/semi-annual inspections; maintain databases; respond to emerging security-related issues; process outgoing visit requests and validate incoming visit requests.
•  Performs day-to-day security activities and functions as determined by the DHS HQ Component Head/KIO, Director, HSSD, SSO Branch Chief and servicing SSO
•  Maintains applicable SCI directives, instructions, manuals, and standard operating procedures (SOP) 
• Conduct Personnel Security processing actions including requesting, reviewing, approving, and submitting clearances packages up to and including SCI nomination packages in accordance with customer requirements.
• Maintain Personnel Security databases to track new employee security clearance actions and annual security training completion status.
• Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
• Coordinate with Leidos security professionals, program managers, capture managers, counterintelligence investigators.
• Coordinate with external stakeholders, such as government customers, oversight authorities (e.g., DHS SSO, IC SSOs and AOs), OSS & SCIF accreditation inspections. 
• Document compliance activities in accordance with the governing authority approved authorization package.
• Use centralized services and databases to record clearances, incident reports, movement of personnel, visit requests, etc. to inform the collection of robust performance metrics and location of personnel around the globe. 
• Ensure cleared personnel are completing and maintaining required security education and training. 
• Ensure proper protection and corrective measures are taken when an incident or vulnerability is discovered.
• Conduct/support customer required inspections of OSS & SCIFs, upload results to customer databases.
• Serve as the Team Lead for the Lorton Site

Basic Qualifications
• Typically requires a BA degree and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.  Additional years experience may be used in lieu of degree.
• Prior experience as a Facility Security Officer and CPSO/SSR
• Through working knowledge of 32 CFR Part 117 NISPOM, DHS Policies, other relevant DoD security guidance as well as Intelligence Community Directives (ICD) and Security Executive Agent Directives (SEADs). 
• The position requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction, customer service orientated.
• Commitment to security - creating and delivering the highest value to customers.
• Ability to interpret company and government security policies and apply them to program operations.
• Strong understanding of Physical Security requirements for OSS, SCIFs, and collateral Restricted Areas. Specifically, ICD 705 standards.
• Working knowledge of SF-86, SF-312, DD-254, SF700, SF702 and other required forms.
• Thorough understanding and working experience with government and corporate security databases such as NISS, DISS, eQIP and SIMS
• Thorough experience consolidating SCI nomination packages for submission to customer. Experience reviewing SF 86s, Foreign Contact Forms and other supplemental forms
• Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.
• Ability to develop and establish an effective security awareness, training, and education program. Assist in executing the requirements set forth in the Technology Control Plan (TCP) for foreign visitors.
• Communicates with parties within and outside of own area, which may include external constituents depending upon the area. Requires ability to influence others outside of own area on policies, practices, and procedures.
• Extensive experience with classified and unclassified networks and facility clearance requirements. 
• Demonstratable experience communicating information security and risk-related concepts effectively to both technical and non-technical audiences.
• Strong problem-solving and analytical skills and demonstrate poise and ability to act calmly and competently in high-pressure, high-stress situations. 
• Attention to detail and a high level of accuracy are a must.
• Must be able to work in a constantly changing regulatory environment with short-, mid-, and long-term timelines for remediating any non-compliance.
• Must be highly organized with excellent oral and written communication skills; excellent time management and multitasking skills.
• Must be able to proofread for accuracy, completeness, grammar, and format. 
• Computer literacy: Proficient in Microsoft Suite to include Word, Excel, Outlook, and Access.
• Prior experience in Personnel and Industrial Security. 
• COMSEC Custodian certificate or experience
• Candidate must possess active TS/SCI access. 

Preferred Qualifications
• FSO training certificate for possessing facilities from DCSA
• SSO/SSR/CPSO Training Certification
• Experience developing and implementing SOPs, EAPs and OPSEC plans.
• Knowledge of Access Control and Intrusion Detection Systems
• Experience conducting Security incident inquiries.
