Duties
Help
  • Monitor the budget execution processes for the approved annual funding programs to assure appropriation funds are properly allocated.
  • Gather data, prepares slides and briefs program and budget information to the Working Program Budget Advisory Committee (WPBAC).
  • Serve as principal advisor to the Resource Management Budget Officer, on issues relating to Program Objectives Memorandum (POM), President Budget (PB) Submission and program execution.
  • Provide advice and assistance to Program Managers in the development of budget estimate requests (BES and ABES) and related supporting documentation.
  • Maintain the administration of the budget civilian personnel within the Analysis Branch serving as the first line supervisor.

  • Must be able to obtain and maintain a Top Secret security clearance based on a single scope background investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
  • In accordance with Department of Defense Instruction 1300.26, this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.
  • May require TDY travel up to 30 days CONUS and OCONUS up to 10% of the time.
  • Employee is required to submit a Financial Disclosure Statement, OGE-450.
  • This position may require a Supervisory Probationary period of one year if not previously completed by the selectee.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes monitoring the budget execution processes; developing trend analysis of key financial management indicators; providing advice and assistance to program managers; writing procedures and guidance for use by program managers, and other staff members; and preparing cost and performance measurement reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
