Duties

The primary purpose of this position is to serve as the command's senior authority on space-cyber integration, the S6 enables the USEUCOM and USAFRICOM missions by aligning all technical activities with joint operational doctrine.

Duties:
  • Exercises supervisory personnel management responsibilities; leads and directs the S6 directorate, setting strategic priorities and developing a high-performing team of civilian and military professionals to achieve all mission objectives.
  • Directs the command's strategic IT and Cybersecurity posture, developing and implementing the policies, strategic plans, and technology road-maps that govern all communications and cyber operations.
  • Serves as the command's primary representative for all communications and cyber matters, building and maintaining critical partnerships with senior leaders at EUCOM, AFRICOM, USSF, and other key organizations.
  • Manages the command's IT budget and serves as the senior technical consultant on all fiscal matters, ensuring the effective allocation and execution of funds to meet strategic priorities.
  • Drives the integration of space-based cyber effects and IT capabilities into all joint operations by representing the command in key battle rhythm events, planning conferences, and working groups.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Special-sensitive position; must be able to obtain and maintain a Top-Secret w/SCI clearance, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).
  • A non-disclosure agreement must be signed.
  • Subject to pre-employment and random drug testing
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments. May be required to work overtime on an unscheduled or emergency basis.
  • Cybersecurity position; must attain appropriate DoD approved cybersecurity baseline certificate(s) applicable for cybersecurity functions required for the position held within six months.
  • Subject to supervisory probationary period, unless previously met.
  • AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.
Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower broadband NH-03, or GS-13, or equivalent in other pay systems; which includes: Application of a wide range of advanced IT principles, practices, procedures, policies, standards, operational requirements, and performance characteristics which are used to analyze, plan, schedule, and coordinate the development of IT solutions for an organization. Expert application of strategic IT and cybersecurity expertise to develop and implement innovative approaches to resolve unusual/difficult issues significantly impacting policies or programs or units and/or organizations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Executive Leadership & Resource Management: Proven ability to lead, direct, and develop a complex technical organization, with expertise in planning, adjusting, and executing work operations to meet strategic objectives within available resources.

2. Strategic IT & Cybersecurity Expertise: Mastery of a wide range of IT principles, including enterprise architecture, cybersecurity, information assurance, and technology acquisition, with the ability to develop and implement innovative solutions for complex IT challenges.

3. DoD & Joint Environment Acumen: In-depth knowledge of the U.S. Space Force, USEUCOM, and USAFRICOM missions, organizational structures, and the Joint Planning Process, with a comprehensive understanding of their influence on space and cyber matters.

4. Financial Programming & Budget Management: Expertise in DoD and Federal financial planning, programming, and budgeting processes, with the demonstrated ability to develop, defend, and execute complex, multi-year financial programs.

5. Executive Communication & Influence: Superior skill in communicating complex technical, financial, and policy information with clarity and persuasion to diverse audiences, from junior staff to senior executive leadership, both orally and in writing.

6. Advanced Analytical & Problem-Solving Skills: High-level ability to define and analyze complex IT systems requirements, resolve critical problem areas, and develop data-driven recommendations and decisions in support of the mission.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
