Duties

  • Develops, implements, executes, and controls contractual, financial, and technical aspects of a services program through designated phases of the acquisition and life-cycle sustainment management plans.
  • Represents the organization and higher management echelons to provide status information on assigned programs/projects, as required, in high level meetings and discussions with senior government officials, both within and outside the DOD and to senior contractor/industry personnel.
  • Plans, organizes, directs, and coordinates activities of functional specialists including contracting, logistics, communication-electronics, finance, quality assurance, and civil engineering. Continually studies, reviews, and evaluates program progress.
  • Performs work associated with a wide range of contract and management methods to implement special program projects.
  • Reviews and directs the progress of contractors in meeting program services and support objectives.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Must be able to obtain and maintain a Secret clearance.
  • Appropriately handles and safeguards sensitive and/or classified information in accordance with regulations.
  • Incumbent is required to sign a Source Selection Non-Disclosure Agreement and must complete and submit a CONFIDENTIAL FINANCIAL DISCLOSURE REPORT, OGE Form 450 (annually) in accordance with the Joint Ethics Regulation.
  • The work may require the employee to occasionally travel away from normal duty station.
  • Employee may be required to work overtime in support of mission requirements.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Expert knowledge of quality management principles and methods to develop agency plans, policies and procedures for acquisition quality management systems to be used by the Program Management Flight/Branch
and the geographically separated units and it's contracted business partners.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, principles, policies, and practices of acquisition, Performance Based Service Contracts, life-cycle management planning and program management.

2. Knowledge of business, industrial management, operations and maintenance services (O&M), contracting procedures, technical concepts, and services practices to evaluate contractor proposals and activities.

3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the acquisition and program management process.

4. Knowledge of the methods and techniques of fact-finding, analysis and resolution of complex problems, and the ability to develop concrete action plans to resolve problems.

5. Knowledge of program management and team leadership principles and ability to apply those principles.

6. Ability to communicate effectively both orally and in writing, clearly, concisely and with technical accuracy, including ability to establish and maintain effective working relationships with individuals and groups within the office as well as outside the immediate work unit.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
