Qualifications
In addition to the basic requirements for this position, you must have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing, executing, and administrating contracts in support of an extensive range of supplies and services related to design, construction, Architect-Engineer, maintenance, and environmental engineering for shore facilities; 2) Managing and motivating groups of contracting/procurement personnel towards organizational goal accomplishment, including setting priorities, work assignments, and assuring quality products are provided in a timely manner; and 3) Advising all stakeholders on overall business-line acquisition strategy, contract policy interpretation, contact price proposal, solicitation, negotiation, administration, and termination of contracts.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.

- You will oversee administration of contracts through contract close out to ensure compliance with governing regulations and directives.
- You will oversee reports on appeals, protests, or claims by contractors for an organization.
- You will perform periodic assessments of assigned program contracts to ensure compliance with agency policies and procedures.
- You will respond to inquiries and data calls and implement contract policy.
- You will provide administrative and technical guidance, advice, and mentorship to contracting staff.
- You will perform higher level reviews of various contractual documents developed by subordinate contracting officers and journey level contract specialists.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require occasional travel from normal duty station. You must be able to trave via military or commercial airplane.
