Eagle Harbor, LLC., is currently seeking a highly skilled and experienced Formality of Operations Program Manager. This is a contractor position who will define and provide technical input to all phases of the training development effort; including analysis, design, development, implementation, and evaluation; as well as serve as Lead Instructor for the Formality of Operations training curriculum. This role provides subject matter expertise to the following topical areas including, but not limited to: Conduct of Operations, Conduct of Maintenance, Configuration Management, Fundamentals of Work Planning and Control, Readiness Reviews, DOE Oversight, and DOE standards and orders that apply. This position is located in Albuquerque, New Mexico.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Possesses effective management skills (i.e., leadership, ability to apply principles, practices, and techniques of project and resource management, plan and execute operational goals and objectives, and manage resources).
• Support Nuclear Safety Training Department staff to assure that the Formality of Operations training course curriculum are aligned with DOE Orders, Standards, Technical Qualifications, and operational needs.
• Oversees the revision and maintenance of quality and professional cost-effective Formality of Operations training.
• Support staff in the vetting of curriculum and courses through contractor organizations, such as EFCOG, and through professional organizations and working groups.
• Serve as the senior subject matter expert in DOE Formality of Operations training, design, development, and conduct.
• Develop, maintain, and instruct areas of Formality of Operations Conduct of Operations, Conduct of Maintenance, Configuration Management, Fundamentals of Work Planning and Control, Readiness Reviews, DOE Oversight, and DOE standards and orders that apply.
• Collaborate with federal and site contractor subject matter experts to ensure courses are robust and successful.
• Evaluate Formality of Operations training materials for compliance, quality, and appropriateness.
• Review course feedback and evaluate ongoing course needs.
• Instruct DOE Formality of Operations courses both at the client site and at other DOE sites.
• Provide support and guidance to all DOE Formality of Operations instructors and course participants.
JOB DUTIES AND RESPONSIBILITIES:
• Comprehensive knowledge of federal laws, regulations, standards, and orders pertaining to DOE Formality of Operations.
• Must be able to administratively and logistically oversee the DOE Formality of Operations course program and curriculum.
• Must be a Subject Matter Expert (SME) in the content and requirements of DOE O 422, DOE O 421, DOE G 433, Implementation of the Department of Energy Conduct of Operations, Conduct of Maintenance, Configuration Management, Fundamentals of Work Planning and Control, and Readiness Reviews.
• Must be able to act as the lead instructor for all courses in the Formality of Operations curriculum.
• Must have the ability to set goals, deadlines and schedules, have good communication skills, strong resource management, and organizational skills.
• Must be able to manage multiple tasks concurrently and provide frequent updates to departmental leadership.
• The candidate should be knowledgeable and proficient in applying the systematic approach to training (ADDIE) model, including course analysis, design, development, implementation, and evaluation.
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
• Technical or Bachelor's degree from an accredited college or
• Ten years or more of Formality of Operations experience in DOE or government agency.
• Comprehensive knowledge in principles and practices of Formality of Operations activities, Readiness Reviews, and DOE Oversight.
