The United States Space Force (USSF) at the Pentagon is searching for a Program Analyst to support S8X (NH-0343-03, GS-12/13 Equivalent).
Description:
The Chief Strategy and Resources Office (CSRO-HQSF/S5/8), specifically the Plans and Programs Directorate, is responsible for developing the future years resource plans and budget request for all research, development, test and evaluation; procurement; manpower; MILCON; and operations and sustainment funding. Additionally, the CSRO engages with the Office of the Secretary of Defense, Legislative Liaisons, USSF Field Commands, and the Office of Manpower and Budget to outline and execute the USSF's investment priorities and requests on behalf the Secretary of the Air Force and Chief of Space Operations. In coordination with the Branch and Division Chiefs, this position conducts Space Force Corporate strategic planning, vision, budget messaging, scheduling, and organization of all requisite activities for senior USSF leaders in Program Objective Memorandum development, approval, and defense during the Office of the Secretary of Defense (OSD) Program and Budget Review in support of critical Service priorities in current and future USSF budgets. This position will work closely with the Space Force and Air Force Planning, Programming, and Financial Management Divisions to execute the corporate structure for budget process and implications; and communicates across staffs, field commands, and direct reporting units to ensure prompt and effective decision-making process in support of senior leadership. This position will develop into a Subject Matter Expert for USSF POM executive summary development and budget messaging to include views of others during OSD Program and Budget Review and will act as the focal point for engagement and coordination efforts for CSRO leadership.
Ideal Candidate:
The ideal candidate should be an expert in DoD operations, planning, acquisitions, budget, and/or space staff and have substantial experience with DoD Planning, Programming, Budgeting, and Execution (PPBE). Candidates with critical thinking, strategic vision and planning, organization skills to quickly recall or find information, excellent written/oral communication, ability to collaborate with geographically separated teams, and the ability to deliver on short deadlines are well-suited for the position. Expertise of existing space systems or Space Force initiatives is strongly preferred, as well as resource or program experience in Program Objective Memorandum (POM) development, approval, and defense during the Office of the Secretary of Defense (OSD) Program and Budget Review is desired. Experience as a civilian or military personnel in program, management, oversight, budget, acquisition, requirements, and security are also highly desirable. 10 or more years working in DoD operations, planning, acquisitions, budget, and/or staff with preference in space experience. Three (3) or more years working DoD Planning, Program, Budgeting, and Execution (PPBE) process. Ideal candidate will have 3 or more years of previous experience with PPBE process to include strategic vision and planning, thinking critically about operational risk, capability development, long-range planning and forecasting, and overall force readiness. Possess effective oral and written communication skills when presenting technical budget and program information to mid- and senior-level leadership. Master's degree with ability to strategically plan, process, build talking points or message, and present Space Force resource position in support of senior leadership. Candidate shall poses leadership and management skills to develop effective Corporate processes, plans, and tasks. Candidate should be skilled and comfortable with coordinating and communicating across Space Force and Air Force stakeholders to ensure prompt and effective decision-making.

- Must be able to obtain and maintain a Top-Secret security clearance.
- Safeguards classified or sensitive budget-related information and/or files.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".

- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
- PCS / relocation funding is not authorized.
