PDS Defense, Inc. is seeking an experienced Purchasing Manager to lead procurement activities for site operations and product programs in Phoenix, Arizona. This role drives strategic sourcing, supplier performance, cost-reduction initiatives, and compliance with defense regulations ( FAR, DFARS, ITAR ). The ideal candidate has strong leadership skills and thrives in a fast-paced environment while partnering cross-functionally across engineering, quality, program management, operations, finance, and legal.
Key Responsibilities
- Develop and execute strategic sourcing plans for materials, components, subsystems, and services.
- Manage the full procurement lifecycle: requisition review, supplier selection, RFx, evaluations, negotiations, award, and performance management.
- Lead contract negotiations for pricing, terms, lead times, SLAs, warranties, logistics, and payment terms.
- Track and report critical procurement KPIs, including cost savings, OTD, PPV, supplier scorecards, lead-time improvements, and quality metrics.
- Build and maintain strong supplier relationships through audits, qualification, corrective actions, and performance improvement initiatives.
- Ensure compliance with FAR, DFARS, ITAR, and export control requirements.
- Support NPI activities and make-vs-buy analysis.
- Identify and mitigate supply chain risks (single-source, geopolitical conditions, supplier financial stability).
- Collaborate with legal and engineering in contract review to align with program and technical requirements.
- Drive cost-reduction initiatives such as value engineering and alternative sourcing.
- Implement process improvements including e-sourcing tools, automation, and improved spend visibility.
- Ensure readiness for government audits and supplier reviews.
- Mentor and support procurement team members, as applicable.
- Bachelor's degree in Supply Chain, Business, Engineering, or related field (or equivalent).
- 6+ years of procurement or sourcing experience, with 3+ years in a supervisory/managerial role.
- Experience with government/defense contracts and regulations (FAR, DFARS, ITAR).
- Proven experience in sourcing strategy, negotiation, supplier management, and cost-reduction.
- Experience supporting NPI and design-for-procurement collaboration.
- Strong negotiation, analytical, financial, and decision-making skills.
- Excellent communication skills and ability to influence cross-functional teams.
- Proficiency in ERP systems (Oracle, SAP), procurement tools, e-sourcing, and spend analytics.
- Ability to assess and mitigate supplier risk.
- Strong prioritization and project management skills in a fast-paced environment.
- Professional procurement certifications such as CPSM, CPPO, or CSCP.
