The Program Analyst will provide programmatic and financial management support to PMA-264, which manages the lifecycle of airborne Anti-Submarine Warfare (ASW) sensor systems. The role focuses on supporting program execution through detailed financial tracking, schedule management, and data analysis using Common Spend Plan Tool (cSPT) and Program Management Tool (PMT). The selected candidate will assist leadership in maintaining cost, schedule, and performance visibility across multiple Integrated Product Teams (IPTs) and program efforts.

Duties:
  • Utilize cSPT to develop, track, and manage program spend plans, ensuring alignment with budget allocations and execution targets.
  • Leverage PMT to support program tracking, reporting, and data-driven decision-making across cost, schedule, and performance metrics.
  • Assist in development and maintenance of financial execution reports, obligation/expenditure tracking, and variance analysis.
  • Support budget planning activities across appropriations (e.g., RDT&E, OPN) and fiscal years.
  • Prepare and analyze program status reports, briefings, and dashboards for leadership.
  • Coordinate with IPT leads, Business Financial Managers (BFMs), and contracting teams to ensure accurate and timely financial data.
  • Support program reviews, including Program Management Reviews (PMRs), financial reviews, and milestone events.
  • Track program risks, issues, and action items related to cost and schedule performance.
  • Assist in the development of acquisition documentation and program artifacts as required.
  • Provide administrative and analytical support to ensure efficient program operations.

Required Education:

  • Bachelor's degree in Business, Finance, Economics, Management, or related field.


Required Experience:
  • 3-10 years of experience supporting DoD acquisition or NAVAIR programs.
  • Demonstrated experience using cSPT (Common Spend Plan Tool) for financial planning and execution.
  • Hands-on experience with PMT (Program Management Tool) for program tracking and reporting.
  • Strong understanding of DoD financial management processes and budget execution.
  • Experience supporting program reviews, financial reporting, and stakeholder coordination.
  • Proficiency in Microsoft Excel, PowerPoint, and data analysis tools.

Desired Qualifications:
  • Experience supporting Naval Air Systems Command programs, particularly within ASW or sensor systems portfolios.
  • Familiarity with Navy Working Capital Fund (NWCF) and appropriations management.
  • Experience supporting multiple IPTs in a dynamic program environment.
  • Knowledge of acquisition lifecycle processes and reporting requirements.
  • Experience with data visualization tools (e.g., Power BI).


Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $44,824.00-$103,428.48 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
