Responsibilities
The Missile Warning Architect & SME supports the Capability Delivery Directorate by supporting the Next-Gen Overhead Persistent Infrared (OPIR) and Resilient Missile Warning/Missile Tracking Program Element Monitors (PEM) in providing headquarters level oversight of the missile warning and missile tracking portfolio of programs. Provides planning, programming, budgeting, and execution expertise to ensure insight for senior, strategic level decision makers. Ensures program execution is meeting required cost, schedule, and performance metrics. Responsibilities
- Support the Planning, Programming, Budgeting and Execution (PPBE) cycle for the Missile Warning / Missile Tracking programs.
- Develop Staffer Day briefings to present current program status to Congressional Staffers, ensuring Congress understands the missile warning area of the Presidential Budget request.
- Produce Posture Papers to provide analytical support for the annual budget request.
- Respond to Request for Information (RFIs) from Congress for questions and additional information on the missile warning mission area.
- Update the Justification Books (J-Books) for the missile warning program element codes (PECs) to ensure accurate narrative and budgetary information for the annual budget estimate submission (BES) and Presidential Budget (PB) request.
- Attend Program Management Reviews (PMRs) to monitor the program's current cost, schedule and performance status and provide summaries to senior leadership as well as recommended action plans to address any issues.
- Monitor obligation and expenditure (O&Es) execution data; collaborate with the program office to develop corrective action as needed for program under-execution.
- Develop Communication and Messaging Guidance (CMGs) staff packages for significant milestones to facilitate the public affairs press releases and notifications to Congress.
- Prepare all documents and briefings and manage all logistical requirements for Acquisition Review Boards (ARBs) where Senior Acquisition Executive (SAE) is the required Milestone Decision Authority (MDA).
- Provide analytical support and missile warning architectural expertise to support senior leaders for investment decisions during the Program Objective Memorandum (POM) cycle.
- Draft reports and/or briefings to answer any missile warning or missile tracking related Congressional Reporting Requirements (CRRs), to include the quarterly OPIR portfolio status report CRR.
- Handles confidential and classified (Secret/TS-SCI) information, correspondence, and communications.
- Any other tasks closely associated with the performance of duties list above and as coordinated with the contracting officer's representative.

- Active Top-Secret clearance with SCI eligibility required
- Working familiarity with typical HQ staff packages and documentation to include Electronic Staff Summary Sheets (eSSS), "buckslips", memoranda, and official letter correspondence.
- Working familiarity with standard HQ tasks and correspondence coordination tools to include Enterprise Task Management System (ETMS-2) and Correspondence and Task Management System (CATMS).
- Experience using program management tracking tools to include Program Management Resource Tools (PMRT) and Integrated Budget Documentation and Execution System (IDECS).
- Proficiency with using Microsoft Office and other standard computer applications.
- Experience working successfully with senior executives at multiple organizational levels.
- Experience fostering stable and productive working relationships that communicate expectations and promote cooperation.
- Experience communicating effectively and concisely using a variety of styles and techniques appropriate to the audience.
- Ability to work collaboratively with personnel at all levels of the organization.
- Exemplary writing and editing skills with strict attention to detail.
- Ability to adapt to rapidly adjust to changing work environments while maintaining high levels of performance and support.
Desired Skills:
- Familiarity with Defense Space and National Security Space in the areas of policy, strategy, requirements, capabilities, architectures, programs, acquisition, and operations.
- Familiarity with civil, commercial and international space capabilities.
- Experience with AFSPC, SMC, NRO, NASA, NOAA.
Education:
- Master's Degree and 25-30 years of relevant work experience in Government acquisition, systems program office, missile warning operations, and/or Government budget analysis.
