Duties
Help
  • Serve as Team Lead of trades and/or labor workers for the Directorate of Public Works, Operations and Maintenance Division.
  • Provides others work instructions received from supervisor, demonstrates proper work methods in performance of various related work operations.
  • Install, repair, and maintain large commercial and industrial ventilation, refrigeration, air conditioning and cooling systems and extensive repairs.
  • Perform installation, modification, overhaul and repairs along with others.
  • Maintain a variety of complex heating boilers and/or heating systems, single and multiple fuel power boilers and associated auxiliary and pollution control equipment.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to pass an annual physical administered by the Occupational Health Clinic.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is designated as Mission Essential during inclement weather and emergency conditions.
  • This position requires the incumbent to be able to carry equipment weighing up to 50 pounds.
  • This position is subject to emergency calls 24 hours per day, 7 days a week, and weekend schedules.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Industrial Equipment Mechanic Leader ~ without more than normal supervision. I have the ability to perform common maintenance and repair duties as an Industrial Equipment Mechanic Leader. I can install and repair heating and air conditioning and refrigeration systems. I work under normal supervision and serve as a work leader or journey-level employee. I have the potential ability to assign work to plan the use of workers, equipment, facilities, materials and tools on a day-to-day or project-by-project basis I have observed tasks of workers in accomplishing trade and labor in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
In addition to the Screen Out Element, you must also meet the Selective Placement Factors (listed below):

Selective Placement Factors:

Incumbent must possess prior to appointment (and be willing to maintain) a Heating Ventilation and Air Conditioning (HVAC) journeyman license for the WL-11 position. (To be considered for this position, you MUST submit a copy of your Heating Ventilation and Air Conditioning (HVAC) journeyman license with your application package). Applicants will need to submit a copy of their licenses along with the application. -Failure to attach license will result in an ineligible rating.

You will be evaluated on the basis of your level of competency in the following areas:
  • Physical Effort: Incumbent frequently sets up parts and carries tools and equipment weighing up to 50 pounds. Hoists, holders, and pulleys are operated when removing units such as large compressors, condensers, and chillers. Make repairs from ladders, scaffolding, and platforms where the parts of systems worked on are frequently in hard to reach places. The work requires frequent stooping, stretching, bending and knelling, standing, crouching, and climbing. Frequently works in tiring or uncomfortable positions for long periods of time. Occasionally performs strenuous work while standing, sitting or lying.
  • Working Conditions: Most of the work is done inside but frequently subject to sudden temperature changes when working on equipment such as walk-in freezer units. Subject to cut burns, electrical shocks, respiratory ailments, dust, dirt chemicals, heat steam, noise, unpleasant odors, strains, bruises and chemical irritations. Exposure to repeat prolonged or concentrated amounts of refrigerant gases may cause toxic effects to eyes, skin, and internal organs. Occasionally required to work outside on top of tall buildings, from ladders, scaffolding, platforms in drafty attic spaces and in cramped areas with low overheads. To reduce danger from these and other similar conditions must follow prescribed safety practices and safety equipment.
