Duties
- As the Research Analyst, the incumbent is responsible for providing relevant and timely research that identifies potential intersections across commercial and military interest to illuminate market size, growth, value drivers, segments (often by customer type, technology, or use), sensitivities, & trajectory within the existing and planned market segments in order to communicate what the commercial focus of the market is today and into the future.
- Provides professional, technical, and defense-based operational analysis support for assigned projects/efforts. The incumbent participates in the formulation of the OCEA position on Air Force planning demands, commercial reviews, evaluation of programs, and management of commercially and governmentally relevant data aligned to project objectives, and provides background research in support of Portfolio Management.
- The incumbent directly supports the Portfolio Manager in the development of concepts for and implementation of a workflow management process for their respective Portfolio that allows for greater value generation from leveraged tools/applications/databases used by the Portfolio.
- Represents their respective Portfolio on issues with the interagency, the Services, the Joint Staff, Combatant Commands, Major Commands, commercial entities, and with senior military officers and civilian officials across the DOD.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge and experience with planning processes, critical analysis, consensus building, as well as the application and integration of external and internal organizational processes; knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. The incumbent must be adept at providing relevant and timely research that identifies potential intersections across commercial and military interest to illuminate market size, growth, value drivers, segments (often by customer type, technology, or use), sensitivities, & trajectory within the existing and planned market segments in order to communicate what the commercial focus of the market is today and into the future.
2. The incumbent works in a sensitive politico-commercial-military environment and must possess the innate ability to quickly grasp the gravity of any given situation, formulate a plausible solution, and be able to present ideas to and discuss matters with senior-level management.
3. Comprehensive knowledge of DAF and DoD organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of the duties and responsibilities of each of the Directorates in order to adequately provide organizational situation awareness.
4. The incumbent must be able to analyze information and data, and assess progress of companies, markets, programs, projects, and processes; identify areas needing emphasis, summarize organizational status succinctly to leadership and provide guidance and leadership in implementing effective methods to resolve problems, correct deficiencies, evaluate support to management and assure that the management's objectives are being met.
5. Demonstrated knowledge and experience with planning processes, critical analysis, consensus building, as well as the application and integration of external and internal organizational processes; knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems.
6. Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner, and to prepare material complicated by short deadlines and limited information.
