Duties
This position is a generalist Human Resources Specialist with primary focus of establishing a baseline job knowledge for all newly assigned Joint Base San Antonio (JBSA) Human Resources Assistants and serving as the subject matter expert for classification actions within JBSA and NAF positions housed at Air Force Services Center (AFSVC). The incumbent will, in collaboration with the HRO and Supervisory Human Resources Specialists (Site Supervisors), create and deliver a curriculum that provides a standard, base knowledge for Human Resources Assistant, NF-II (Front Desk) and Human Resources Assistant (Developmental), NF-II/III (Staffer) employees. The curriculum with be frequently reviewed for consistency with standard operating procedures and current guidance; updates will be made when applicable. The incumbent will be available as a resource to Site Supervisors and team leads for training purposes. The incumbent is responsible for classification of all requests for newly established positions. Current or previously encumbered positions will be reviewed, with the supervisor, for accuracy, clarity, and appropriate classification determinations. Incumbent will properly assign title, occupational series, grade, Fair Labor Standards Act (FLSA) determinizations on all reviewed or classified positions. Written justifications outlining how the final classification determination was made will be prepared and available for all positions classified. Positions will be re-classified if errors are found on the original document or if it requires substantial updates. Maintains a comprehensive tracking methodology to identify each step of the process from request/review to final classification. Serves as the subject matter expert answering questions on proper title, occupational series, pay plan, grade, FLSA determination, or position description requirements. Incumbent will act as a back-up or alternate for other Specialist level duties including, reviewing and approving personnel actions and ensuring system integrity; making interim and final fitness determinations for NAF employees; advising managers on employee related issues and appropriate disciplinary action; coaching managers through the performance improvement period; preparing legally sufficient, factually accurate disciplinary packages; and trains peers and lower-graded co-workers as required. May fill in for the other Human Resources Specialists or the Human Resources Officer in times of absence.

Qualifying Experience:
Applicant must have progressively responsible experience in substantive NAF personnel management and administration. Must have progressively responsible experience with the full range of NAF personnel policies and procedures. Must have experience interpreting and applying regulations, policies, practices, and procedures covering NAF personnel management programs. Must communicate effectively. Must have experience demonstrating the use of a variety of Human Resources Information Systems. Must be able to present facts and persuade others to collaborate and provide needed information. Experience or training in classifying NAF positions, making fitness determinations within the Department of War, developing and presenting classroom and/or on the job training, and knowledge of NAF benefits and staffing procedures is highly preferred.
Knowledge, Skills, and Abilities (KSAs):Your qualifications will be evaluated on the bases of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to present training in classroom and one-on-one settings
2. Knowledge of a full range of HR laws, regulations, and case law
3. Knowledge of NAF Classification procedures
4. Skill in writing evaluation statements
5. Knowledge of NAF Human Resources procedures and benefit programs
