CSCI seeks an Senior Scientist who will support and be a direct report to the Office of Naval Research Code 31 Department Head. The Senior Scientist will work directly with HQMC, OPNAV, MCCDC, System Commands' Teams, and Fleet representatives to assess warfighting requirements and develop warfighting capability gaps requiring S&T to address the Gaps. In addition, the Senior Scientist will work with ONR Program Officers in coordinating and planning interactions with these organizations to better define warfighter operational requirements that need S&T to address deficiencies.

This position is on-site, Monday-Friday. The primary duty location will at ONR in Arlington, with an alternate worksite in Springfield.

Responsibilities

As one of the contributing team members, Senior Scientist primary responsibilities include, but not limited to:
  • Works directly with HQMC, OPNAV, MCCDC, System Commands' Teams, and Fleet representatives in assessing warfighting requirements and developing warfighting capability gaps requiring S&T to address the gaps.
  • Works with ONR Program Officers in coordinating and planning interactions with these organizations to better define warfighter operational requirements that need S&T to address deficiencies.
  • Maintain relationships with key staff members of these organizations.
  • Work toward getting Code 31 Program Officers face-to-face meetings or monitor when those meetings have occurred.
  • Facilitate knowledge availability for ONR Program Officers on acquisition, operational, and technical issues. Address transition issues to Programs of Record.
  • With ONR FNC Management, develop and refine the Code 31 TC and FNC Development Schedule along with the OPNAV, Marine Corps, and Fleet Science advisors on Technology Development Agreements (TDA) and schedules.
  • Ensure Program Officer FNC schedules align with the Program of Record to minimize funding risk.
  • Assist in the drafting, managing, and reviewing the Department's TDAs to include briefings to the Acquisition and Resource Sponsors at the appropriate level to ensure the most effective path to get S&T to the Fleet.
  • Participates directly with ONR Code 31 Program Officers and other ONR Departments in developing Roadmaps to provide integrated cross-department solutions to Naval Operational problems.
  • Participates as a Code 31 Leadership Team member in addressing issues and tasks assigned to the Department by ONR Leadership and external DoD organizations. Provide expert opinion on addressing any issues.


Skills - Minimum of BA/BS with 25 Years Experience

Required Qualifications:
  • US Citizenship is required.
  • BA/BS Mathematics, Engineering, Physics, or related sciences, or equivalent with plus 25 years of relevant work experience.
  • Current Top Secret Clearance.
  • Expertise and recent experience in a broad base of technology related to Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance and Targeting (C5ISRT) and/or Artificial Intelligence and Autonomy. Expertise should include one or more of the following specific areas: Artificial Intelligence, Machine Learning, Combat Systems, Space Systems, Electronic Warfare, Radio Frequency (RF) systems, Communications, Networks and Waveforms, Electro Optic/InfraRed Sensing, Cyber technologies.
  • Ability to identify, assess, and outline solutions to bridge technology capability gaps, providing research portfolios that are aligned with the Department of War, Navy, and Marine Corps goals.
  • Recent experience developing technology roadmaps for Science and Technology (S&T) programs that bring together information from multiple technical disciplines into a strategic and actionable plan.
  • Ability to communicate in multiple formats, including complex scientific or technical material, in a way that a broad base of non-technical audiences, leadership, or end-users can understand.
  • Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint.
  • Well-developed analytical, diagnostic, and problem-solving skills.
  • Excellent organizational and customer service skills.
  • Must have strong written and verbal communication skills and be willing to actively communicate with co-workers, program leadership, and clients, which may involve delivering presentations.
Preferred Qualifications:
  • Ph.D. from an accredited college or university in mathematics, engineering, physics, or related sciences plus 15 years of relevant work experience or a Master's degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 20 years of relevant work experience.
  • Prior military experience preferred, but not required.
  • Experience as a Study Lead for analysis, including modeling and simulation projects to identify the preferred analytic process, coordinate agencies' support for that process, and develop project deliverables; and
  • Experience with the transition of Naval R&D to the operational military.
Experience Levels:
LEVEL1 - requires a minimum of 3 years related experience
LEVEL2- requires a minimum of 5 years related experience.
LEVEL 3 - requires a minimum of 8 years related experience.
LEVEL 4 - requires a minimum of 10 years related experience.
LEVEL 5 - requires a minimum of 12 years related experience.
LEVEL 6 - requires a minimum of 15 years related experience.
LEVEL 7 - requires a minimum of 20 years related experience.

Compensation
Compensation at CSCI is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. While monetary compensation is important, it's just one component of CSCI's total compensation package.
Salary Range
$175,000 - $210,000 /Yr.
