Role Overview

The Program Security Leader (Primary CSSO) serves as the single accountable security lead for assigned Next Generation programs. In this role, you will define and own the end-to-end security architecture and governance, ensuring strict compliance with U.S. Government requirements while enabling agile development, manufacturing, assembly, and test. You will provide authoritative guidance on industrial and special programs security, lead cross-functional Security Working Groups, and interface directly with senior leadership and government customers on security posture, risk, and mitigation.
Key Responsibilities

AreaResponsibilities

Program Security Leadership (Primary CSSO)Serve as the primary CSSO for Next Generation programs, providing expert guidance on NISPOM/32 CFR Part 117, DoDM 5205.07 series, ICDs, and customer-specific security requirements. Define and own the end-to-end security architecture and governance for assigned programs, aligning with program milestones, customer deliverables, and risk posture. Establish and lead program Security Working Groups; brief senior leadership and government customers on security posture, risks, and mitigations.

Personnel Security (PERSEC)Oversee clearance processing, eligibility determinations, visit authorizations, and need-to-know validation; manage JPAS/DISS and related personnel security systems. Implement continuous evaluation/continuous vetting practices. Lead insider threat awareness and referral processes in partnership with the Facility Security Officer (FSO) and Insider Threat Program Senior Official (ITPSO).

Facility and Physical SecurityLead accreditation, construction, and maintenance of secure areas (e.g., SAPFs/SCIFs as applicable) in accordance with ICD 705 and sponsor guidelines. Manage access control, badging, intrusion detection systems, TEMPEST/technical security controls as required, and maintenance of Fixed Facility Checklists. Specifically support secure Manufacturing, Assembly, and Test spaces.

Information Systems and CybersecurityPartner with ISSM/ISSO to ensure classified information systems comply with RMF, NIST SP 800-53 controls, JSIG, and customer ATO requirements. Oversee media control, data transfer, auditing, and incident response for classified networks. Ensure configuration management and vulnerability remediation are aligned with program timelines.

Information/Operations SecurityDevelop and enforce Program Security Guides (PSGs), SOPs, and OPSEC plans. Conduct Critical Program Information (CPI) identification and protection planning. Lead derivative classification, marking, and safeguarding practices; perform self-inspections and drive corrective action plans.

Incident Management and Continuous ImprovementLead reporting, investigations, corrective actions, and closure for security incidents, spillage, and adverse information in accordance with contractual and regulatory timelines. Drive continuous improvement using metrics, root cause analysis, and preventive actions to enhance security effectiveness without impeding delivery.

Customer and Stakeholder EngagementServe as the primary security interface with DoD/IC security offices, Program Managers, Engineering, IT, Supply Chain, and Quality. Support proposals, DD254 development and flow-downs, subcontractor oversight, and security inputs to Statements of Work and Integrated Master Schedules (IMS).

Training and GovernanceDevelop and deliver targeted security training and awareness for program personnel and suppliers; maintain training records and compliance evidence. Prepare for and lead government assessments, Management Reviews, and internal audits; maintain authoritative, audit-ready documentation.

Supplier and Subcontractor SecurityAssess and monitor subcontractor security compliance, including DD254 execution, secure communications, and classified visit control. Coordinate classified shipments, secure logistics, and international considerations (e.g., export control/ITAR/EAR, foreign travel/contacts).

Strategic Risk and Competitive DifferentiationAnticipate emerging threats and policy changes; advise program leadership on security-driven schedule, cost, and technical trade-offs. Implement risk-based, scalable controls that protect critical technology while enabling rapid development, manufacturing, and test.

Required Qualifications

Education & Experience: Bachelor's degree from an accredited university or college; (or high school diploma/GED with 4 years of relevant experience) + 4 years' experience

Technical Knowledge: Expert knowledge of NISPOM/32 CFR Part 117, DoDM 5205.07 Volumes, ICDs, JSIG/RMF, and sponsor-specific directives. Demonstrated success leading secure facility accreditations and classified information system authorizations. Experience with DISS, NISS, eMASS, and other classified network tools.

Clearance: Active/current final DoD Top Secret clearance with the ability to obtain and maintain SCI and SAP access as required by the program.

Leadership & Skills:Strong leadership and executive communication skills, with a proven ability to influence and align cross-functional teams and suppliers. Demonstrated experience building and maturing security programs, policies, and metrics in development and test environments. Advanced problem-solving and risk management skills with the ability to balance mission, compliance, and operational agility. Established project/program management skills; experience briefing senior government stakeholders and leading audits/assessments. Professional certifications preferred (e.g., ISP, SAPPC, SPeD, CISSP, SEC+).

Additional Information

Role Scope: This role operates with significant autonomy and accountability for results, setting security strategy and executing with rigor to meet Safety, Quality, Delivery, and Cost expectations.

Travel: Occasional travel may be required to support secure facility builds, assessments, supplier oversight, and customer engagement.

Work Environment: Specifically supports secure Manufacturing, Assembly, and Test spaces, partnering closely with operations teams to maintain compliant, production-ready secure environments.
