Duties
As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-09, you will serve as a Distribution Traffic Management Specialist, which provides technical expertise, support and execution relating to the movement of equipment, supplies, and personnel for both peacetime and wartime. Manages, directs, develops, plans, and analyzes Deployment and Distribution programs. Perform other duties as assigned.

GENERAL EXPERIENCE : Experience, education, or training which involves developing policies and administering the management of traffic programs, plans and directs traffic operations within the program and performs necessary technical work involved in obtaining economical and efficient transportation of equipment, supplies, and personnel in support of these operations.
SPECIALIZED EXPERIENCE : Must have 1-year specialized experience equivalent to at least the next lower grade? Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.
Work Environment: Work is performed in an office or similar setting, involves minimal risk or discomfort, and requires normal safety precautions. The work area is adequately lighted, heated, and ventilated. The incumbent performs the bulk of the work in an office environment and so observes normal safety precautions.
Physical Effort: Work is primarily sedentary, although some slight physical effort may be required, such as walking, standing, bending, or carrying light items and that no special physical demands are required.
Education
Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

- KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
