SAFETY & OCCUPATIONAL HEALTH MANAGER

Duties

• You will plan, organize and direct applicable parts of a command Safety and Occupational Health (SOH) program covering a large variety of command operations and administrative tasking both ashore and afloat.
• You will develop procedures using Operational Risk Management (ORM) processes to identify, describe, and respond to potential emergency shipboard situations.
• You will perform safety investigations and direct the systematic compilation and analysis of mishap data and hazards and risk analyses.
• You will interpret policies, regulations and technical criteria to provide communication on pertinent SOH policy and information to Program managers, MSC shipboard personnel, subordinate commands and other stakeholders.
• You will prepare and present technical reports and papers on safety issues which influence MSC's Safety Management System (SMS) and impact on operating ships and/or new ship acquisitions.
• You will serve as a command expert and authority on SOH matters pertaining to the safe operation, modification, alteration, and repair of ships operated and maintained to commercial regulatory body maritime standards.
• You will direct execution of a wide range of technical studies, economic analyses, and detailed design work for SOH programs.
• You will maintain knowledge of existing/proposed national and international laws, Navy, and commercial maritime (class society, USCG, IMO, etc.) regulations governing certification, selection, installation and operation of safety systems on ships.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience performing safety investigations and directs the systematic compilation and analysis of mishap data and hazards and risk analyses;
• Experience interpreting and/or evaluating the accumulation of data; and develops appropriate controls to mitigate hazards related to high risk maritime operations.
• Experience maintaining current understanding of regulations, practices, principles and/or procedures associated with SOH management, ORM, and SMS.
• Experience conducting progressive analysis of job hazards, ORM, SMS and other analytical techniques sufficient to perform operational ashore and afloat safety visits, assessments and mishap investigations to evaluate safety compliance and culture, and identify causal factors through review of material condition, interviews, event timelines and other circumstances.
• Experience planning, organizing and directing applicable parts of a Command SOH program covering a large variety of Command operations and administrative tasking both ashore and afloat.
• Experience interpreting engineering drawings and specifications sufficient to identify potential hazardous conditions in proposed designs and modifications.
• Experience communicating effectively, orally and in writing, with a variety of internal personnel and numerous contractors and representatives of other organizations on wide ranging controversial, sensitive, SOH problems.
