Job Summary
Galapagos Federal Systems LLC is seeking a motivated Application Database Administrator (DBA) to join our team and work alongside a diverse group of professionals committed to mission success.
The Application DBA provides database administration support for the Defense Travel Management Office (DTMO) Enterprise Infrastructure, supporting Oracle (19c or higher) and Microsoft SQL Server (2014 or higher) environments. This role is responsible for designing, developing, testing, modifying, and managing databases within DTMO's multi-tier architecture.
Responsibilities include monitoring and optimizing database performance, tuning operations, and ensuring reliable data processing during core business hours (0600-2200 ET, Monday-Friday) with on-call support for mission-critical incidents outside those hours. The role also supports technologies such as SSIS, clustering, mirroring, and replication.
The DBA coordinates with DMDC to support data security standards, storage scalability, backups, and disaster recovery activities, including Information System Contingency Plans (ISCP), Business Impact Analyses (BIA), and annual Continuity of Operations (COOP) exercises supporting the DTMO Passport website.

Key Responsibilities
The Application Database Administrator will:
- Provide database administration support for Oracle (19c or higher) and Microsoft SQL Server (2014 or higher) environments
- Design, develop, modify, test, and manage databases supporting DTMO's multi-tier enterprise architecture
- Monitor, maintain, and optimize database performance, including query tuning and operational optimization
- Perform SQL performance tuning and code optimization, including rewriting queries as necessary
- Administer and maintain database objects including tables, views, indexes, sequences, clusters, packages, procedures, and triggers
- Maintain and fine-tune databases using monitoring tools, utilities, and performance management software
- Support database clustering, mirroring, and replication to ensure high availability and system resiliency
- Implement and manage application deployments, database upgrades, and patching for DTMO enterprise systems
- Support and maintain database tools such as SQL Server Integration Services (SSIS) and other ETL or integration technologies
- Facilitate data integration with external systems and data sources to enable ingestion into DTMO databases
- Perform data purging and retention activities in accordance with Department of Defense policies and DTMO guidelines
- Conduct data refresh and data scrubbing activities across designated environments and regions
- Monitor disk usage, storage capacity, and database growth trends, providing recommendations for capacity planning
- Plan and implement database security controls, including access management and enforcement of database constraints to ensure data integrity
- Coordinate with Defense Manpower Data Center (DMDC) to analyze and implement data security standards and storage security requirements
- Collaborate with DMDC to analyze database scalability and storage performance
- Support backup, recovery, and disaster recovery operations, including quarterly validation of backup processes and documentation in Monthly Status Reports
- Assist in the development and maintenance of Information System Contingency Plans (ISCP) and Business Impact Analyses (BIA) for supported systems
- Support Continuity of Operations (COOP) exercises annually to ensure operational availability of DTMO enterprise services such as the DTMO Passport website
- Conduct semi-annual reviews of Standard Operating Procedures (SOPs) to ensure documentation accuracy and operational compliance
- Maintain comprehensive technical documentation, database standards, and operational procedures
- Provide operational monitoring during core support hours (0600-2200 ET, Monday-Friday) and participate in on-call support for mission-critical incidents outside of standard hours
Responsibilities
Skills and Experience
The Applications Database Administrator must have:
- Must obtain and maintain a Tier 3 (T3) or higher background investigation
- 5+ years of experience as a Database Administrator in enterprise environments
- Experience administering Oracle Enterprise Database environments
- Experience with Microsoft SQL Server administration and development
- Experience with SQL Server Integration Services (SSIS) or comparable ETL tools
- Experience implementing and managing database clustering, mirroring, and replication technologies
- Experience supporting enterprise database systems in government or large-scale enterprise environments
- Experience with cloud platforms and architectures, including SaaS and PaaS environments
- Strong experience with database performance tuning, query optimization, and capacity planning
- Knowledge of backup, recovery, high availability configurations, and disaster recovery planning
- Experience implementing database security controls, access management, and data protection practices
- Knowledge of database integration with enterprise applications and multi-tier system architectures
- Experience supporting change management, patch management, and system upgrade processes
- Ability to troubleshoot complex database issues and ensure system stability and availability
- Strong analytical, organizational, and problem-solving skills
- Ability to collaborate effectively with application developers, system administrators, cybersecurity teams, and enterprise stakeholders
- Strong written and verbal communication skills, including technical documentation and reporting
Education and Certifications
The Applications Database Administrator must meet the following:
Required
- Bachelor's degree in Computer Science, Information Technology, Information Systems, or a related field.(Oracle 19c or above certification AND Microsoft Certified Solutions Associate (MCSA) SQL Server Administrator certification in lieu of Bachelor's degree)
- Relevant experience in database administration may substitute for formal education in some cases
