Position Overview

Yulista is seeking an experienced Senior Project Manager to lead the execution and delivery of complex government IT programs. This role serves as the primary point of contact for all contract functions and is responsible for program leadership, operational execution, financial performance, and customer engagement.

The Senior Project Manager will oversee the planning, execution, and delivery of technical services while ensuring alignment with contract requirements, organizational goals, and mission priorities. This role requires a strong leader with experience managing federal IT contracts, leading technical teams, overseeing program delivery, and managing program financial performance.

Key Responsibilities
  • Lead the planning, execution, and delivery of large-scale IT programs and government contracts.
  • Ensure all program objectives, deliverables, and performance metrics are achieved on schedule and within scope.
  • Manage day-to-day program operations, staffing, and resource allocation.
  • Lead program reviews, status briefings, and executive-level reporting.
  • Serve as the primary interface with government stakeholders, contracting officers, and corporate leadership.
  • Maintain strong customer relationships through proactive communication and responsiveness.
  • Address program risks, issues, and changes while ensuring stakeholder alignment.
  • Manage program financial performance including profit and loss (P&L), revenue tracking, forecasting, and budgeting.
  • Develop and maintain estimate-to-complete (ETC) and estimate-at-completion (EAC) projections, labor planning, and cost controls.
  • Monitor financial and operational performance to ensure programs remain aligned with profitability targets.
  • Ensure compliance with contract requirements, corporate policies, and applicable regulations.
  • Lead and mentor program staff, technical leads, project managers, and support personnel.
  • Support staffing strategies, workforce development, and performance management.
  • Foster a culture of collaboration, accountability, and continuous improvement.
  • Implement program processes including risk management, quality assurance, and performance tracking.
  • Manage schedules, milestones, and deliverables across cross-functional teams.
  • Identify opportunities for operational efficiency, process improvement, and service expansion.


Required Qualifications
  • Bachelor's Degree in Information Technology, Business Administration, Engineering, or a related field.
  • 10+ years of experience managing complex IT programs, technical services, or government contracts.
  • Demonstrated experience managing federal contracts and delivering IT services in a government environment.
  • Experience with program financial management, including budgeting, forecasting, and cost control.
  • Proven ability to lead cross-functional technical teams and manage multiple priorities.
  • Experience managing program schedules, deliverables, and contract performance metrics.
  • Strong risk management, issue resolution, and decision-making capabilities.
  • Active Top Secret security clearance.


Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Master's degree in Business Administration, Information Systems, Engineering, or related field.
  • Experience supporting Department of Defense or federal civilian agencies.
  • Familiarity with enterprise IT services, cybersecurity, cloud environments, infrastructure operations, or digital modernization initiatives.
  • Experience with Agile, Scrum, or hybrid project management methodologies.
  • Knowledge of IT service management frameworks (e.g., ITIL).
