Job Description
The Special Security Officer (SSO) is responsible for the overall administration of Special Security functions for the Office of Net Assessment (ONA). The primary focus of this role is the management of personnel, physical, and SCI security matters in accordance with DoD Directives and ICD 705. Additionally, this position provides essential secondary support as the Information Systems Security Officer (ISSO) to ensure IT compliance and cybersecurity alignment within secure environments.
Required Skills
Primary Responsibilities: Special Security Functions
Personnel & Access Security
Clearance Management: Coordinate with ONA HR and WHS for personnel security processing; review SF-86 forms, interface with DCSA, and maintain records in DISS/JPAS.
Credentialing: Serve as the authorized signer for Common Access Cards (CAC) and building passes via the PFPA portal.
Visitor Control: Manage the Visitor Control Program, including vetting, badging, and escort procedures for SCIF and unclassified areas.
SCIF & Physical Security Operations
Facility Management: Lead daily operations for ONA Special Compartmentalized Information Facilities (SCIFs); ensure strict compliance with ICD 705 standards regarding access control and alarm systems.
Inspections & Audits: Manage all SCIF certification issues, conduct internal self-assessments, and support Government-led security inspections.
Classified Material Control: Manage the lifecycle of classified documents and media (marking, storage, and destruction) per DoD 5200.01 and NISPOM.
COMSEC: Serve as the Communications Security Responsible Officer, accountable for the protection of all COMSEC materials.
Programmatic Security (SAP, OPSEC & Insider Threat)
SAP Management: Provide Special Access Program (SAP) security support, managing access requests and auditing compliance with DoD Manual 5205.07.
OPSEC Oversight: Act as the OPSEC Officer, identifying Critical Information (CI), applying countermeasures, and fostering an organization-wide climate of security awareness.
Insider Threat: Support the development and monitoring of the Insider Threat Program (DoDD 5205.16) to mitigate internal risks.
Secondary Responsibilities: IT Security & ISSO Support
ISSO Certification: Act as the Information Systems Security Officer (ISSO), certifying that personnel and systems conform to DoDIIS Site Security CONOPS.
Liaison & Coordination: Serve as the ONA liaison with the Joint Services Provider (JSP) and coordinate with Government IT personnel on Risk Management Framework (RMF) requirements.
Technical Support: Manage account provisioning for classified systems, serve as a Trusted Agent for SIPR tokens, and act as the Data Transfer Officer (DTO) for authorized media transfers.
Hardware Oversight: Assist with the inventory, decommissioning, and sanitization of IT equipment in accordance with NIST and DoD standards.
Emergency Planning & Liaison
COOP/EAP: Maintain Continuity of Operations and Emergency Action Plans; conduct annual exercises to ensure mission readiness.
External Liaison: Maintain professional relationships with DCSA, DISA, DIA, and WHS to coordinate security issues of mutual interest.
Advisory Services: Provide expert security advice and policy guidance to program managers and office contractors.
