Battelle is seeking a Senior Subcontracts Representative to support the United States Antarctic Program (USAP). This role provides senior-level procurement and subcontracting support for services and materials supporting one of the most operationally complex science programs in the world. The position supports new business proposals and ongoing Antarctic operations while ensuring compliance with Battelle policies, U.S. Government regulations, and prime contract requirements.

The USAP operates under Presidential Memorandum 6646 and supports critical scientific research across Antarctica, including work related to climate systems, ocean ecosystems, space science, and environmental stewardship. This is a non-deploying role that supports the program from a domestic location while working closely with geographically distributed stakeholders.

Responsibilities

  • Independently issue and administer subcontracts for standard and non-standard goods, services, and materials of moderate to high dollar value and risk in support of USAP operations and proposals.
  • Prepare and lead RFPs/RFQs, ensuring solicitations are complete, responsive, and aligned with technical, business, financial, contractual, and risk requirements.
  • Identify appropriate subcontracting strategies and contract vehicle types to achieve program objectives and mitigate risk.
  • Support Battelle meeting USAP Small Business goals through identification of small business subcontractors.
  • Analyze Statements of Work (SOWs), schedules, deliverables, and prime contract requirements to ensure accurate subcontract scope and complete flow-down of applicable FAR, agency, and Battelle clauses.
  • Lead subcontract negotiations, including pricing and terms, and propose solutions to issues encountered during negotiations or performance.
  • Perform price and cost analysis and document fair and reasonable determinations in accordance with FAR and Battelle policy.
  • Maintain subcontract files in an audit-ready condition consistent with Battelle operating procedures and approved purchasing system requirements.
  • Identify compliance issues and recommend corrective actions or solutions for management review and approval.
  • Coordinate closely with program management, technical teams, Contracts, Legal, and Finance to support mission execution and proposal development.
  • Provide guidance and informal mentoring to less experienced subcontract staff as requested.
  • Demonstrate awareness of and support compliance with applicable NSF personnel suitability, security, and ethics requirements relevant to the program.
  • Foster a safe and inclusive workplace by adhering to applicable codes of conduct and reporting behaviors that negatively impact safety or belonging.
  • Perform other duties as assigned.

Key Qualifications

  • Bachelor's degree in business or a related field, or an equivalent combination of education and experience.
  • Minimum of five (5) years of relevant procurement or subcontracting experience, including experience with moderate to complex subcontract actions.
  • Working knowledge of FAR small business requirements.
  • Demonstrated knowledge of Federal Acquisition Regulation (FAR), Uniform Commercial Code (UCC), and applicable public contract acquisition laws.
  • Experience independently negotiating and administering subcontracts and complex purchase orders.
  • Strong analytical, negotiation, communication, and organizational skills.
  • Ability to exercise independent judgment and develop business solutions in a fast-paced, mission-driven program environment with geographically distributed stakeholders.
  • Ability to obtain and maintain a Public Trust clearance via an Extended Background Investigation (EBI) adjudicated by our government customer; U.S. citizenship required.

Preferred Qualifications

The compensation range for the role is Salary $76,400 - $108,800.

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience, and other relevant factors.
