Department Summary:

N131 and our portfolio partner, Nuclear Enterprise Portfolio, are seeking an Associate Project Lead (APL) for the Air Force's Common Very low frequency (VLF) Receiver Increment 2 (CVRi2) Project. CVRi2 project is a high priority within the AF Nuclear Weapons Center NCN Division (AFNWC/NCN) that reports to the NC3 PEO. The APL will support the Project Leader (PL) in developing and directing work plans for over 30 MITRE professionals (~16 FTE) to ensure the proper design, development, and fielding of this capability; responsible for satisfying AF Global Strike Command and US Strategic Command's real world mission to enable nuclear deterrence and mission strike plans in the most challenging EMP and radiological environments during a nuclear conflict. The APL will also be responsible to assist the PL in all facets of leading the project team, shaping strategy, and managing the project, leading technical and engineering subject matter expert teams, and directly interacting with the Air Force Sponsor Program leadership and operational users. The APL is also responsible to help lead and execute the program to achieve sponsor outcomes and for partnering with NSEC Nuclear Enterprise (NE) leadership to craft the project to align with the Nuclear Enterprise Strategy and NSEC level Nuclear Outcomes to achieve greater enterprise impact.

Job Responsibilities:

The Associate Project Lead will assist the Project Lead with a wide range of responsibilities including:
  • Providing strategic and technical leadership as a trusted advisor
  • Work closely with the MITRE Nuclear Enterprise related leadership and other nuclear project leaders to develop the CVRi2 overall strategy
  • Provide leadership and direction to the Project's Task Leaders
  • Work shaping - Support to PL in overall strategy, outcome, products; manage alignment of MIP/capstone/etc. to project efforts
  • Product quality control - run/conduct in-progress task/analysis reviews, peer reviews, TILs, product distribution, program execution reviews etc.
  • Sponsor interaction - AFNWC/NCN senior leadership, division leadership, branch chiefs, individual Govt personnel
  • MITRE Backplane -Proactively seek out and execute on collaboration opportunities such as common purpose prototyping efforts with projects across MITRE, share products to maximize the impact of work done in support of AFNWC, and bring back work from across the company to accelerate project objectives
  • Project administration - Clarity, financials, project pages, meeting coordination, status reports, facility management, task management and expectation setting for project contributors
  • Staff management - On-boarding; handle/process requests for CAC, NIPR, SIPR, VR, SharePoint, ISIL, Secret labs, SCI, JWICS, TSMII, etc.


Basic Qualifications:
  • Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience.
  • BS, MS or PhD degree in Electrical Engineering, Computer Engineering, Systems Engineering or related discipline
  • Demonstrated technical knowledge in VLF frequency communications, and NC3 Survivable systems, leadership, system development/prototyping/acquisition, enterprise/systems engineering and architecture development of sophisticated systems
  • Strong analytical and interpersonal skills
  • Expertise in performing concept development, strategic planning, requirements development, market research, technology feasibility and evolution studies, and acquisition support
  • Exceptional communications, collaboration, organization, and leadership skills
  • Proven ability to develop a trusted advisor relationship with a DoW/government sponsor
  • Understanding of developmental and operational system test
  • Familiarity with design aspects of EMP and radiation hardening systems against nuclear effects
  • Shown success prototyping and conducting technical trade studies to assist government sponsor define system requirements, develop models and notional architectures
  • Support key sponsor engagements including travel requirements up to once per month
  • Demonstrated leadership and management of technical tasks and engineering teams
  • Demonstrated competency in technical fields that are critical to the program's success (e.g., Nuclear Domain, Modeling and tools, Systems Engineering)
  • Proven track record to try new things and achieve significant work program, sponsor, or organizational outcomes.
  • Motivation to expand knowledge and skills and assume responsibility
  • Active Top Secret Clearance with the ability to obtain and maintain a TS/SCI clearance.
  • This position has an on-site requirement of 5 days a week on-site
  • Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.


Preferred Qualifications:
  • Experience in developmental and operational system test
  • A deep understanding of acquisition processes
  • Experience building or using DE methods, conducting analysis, and providing recommendations to support planning and decision-making
  • Experience with capabilities trade analysis, mission analysis, information assurance, systems integration, and understanding of the relationships between operational, technical, and system's architectures
  • Hands on experience designing RF communication systems
  • Mature understanding of EMP and radiation hardening systems against nuclear effects
  • Leading multi-disciplinary engineering teams on high profile, schedule compressed programs
  • Significant experience in key technology areas: MBSE, Mission Defense (Cyber, Safety, Surety), and systems engineering
  • Ability to quickly respond to changing program and political environment while keeping strategic focus intact
  • Significant experience as a technical or program manager, experience supporting major acquisition programs
  • An active TS//SCI clearance is desirable, the ability to acquire and hold one is required within 1 year

Salary compensation range and midpoint:
