Basic Requirement and Individual Occupational Requirement for the Quality Assurance Specialist (Program & Project Manager) GS-1912 Series is the following:
An undergraduate or graduate level education with a major study in: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. (Note: You must attach a copy of your transcript.)
OR
Experience that demonstrates a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: reviewing production activities and capabilities in light of contract quality requirements; reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; identifying inadequacies and requesting corrective action; computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities; reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

I have one year of specialized experience equivalent to the next lower grade level of GS-11 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Experience in the Construction Field; Collaborating with multiple stakeholders regarding construction projects and contracts; Supporting the alteration/renovation of projects to include overseeing contract requirements, schedules, and budgeted costs; Performing on-site audits of Contractor Quality Control (CQC) programs, investigating deficiencies, and monitoring contractor performance; Making recommendations for processes of improvements and ensuring compliance with contractual obligations and industry standards; Conducting investigations and analyses to determine causes of problems and/or delays in projects or contract schedules; Participating in engineering design reviews, pre-procurement planning, and pre/post-award assessments; Providing expert advice, and guidance to ensure the adequacy, clarity, and completeness of designs, materials, processes, controls, inspections, tests, quality control, preservation, and corrective actions; AND staying current on mandated requirements by the Department of Environmental Protection, OSHA, and other Federal and State regulatory agencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Typical work assignments may include the following:
- This position serves as the senior Quality Assurance Specialist in the Quality Assurance
Surveillance Program (QASP), supporting the PRO contracts and alteration/renovation projects. - Evaluates contractor procedures, processes, work instructions, test plans, and participate in quality control inspections, including statistical sampling of results for completeness, accuracy, and compliance with Federal and State laws and contractual requirements.
- Conducts in-depth evaluations and studies of contractor QC and inspection manuals
when needed, recommending improvements to ensure compliance with contractual obligations and industry standards. - Completes inspection forms and other contract administration documentation for all aspects of contracted services and maintains supporting files.
- Independently conducts research, and develops, prepares, and submits recommendations for modifications to existing contract documents and technical exhibits for equipment and services to the Supervisor and Project Engineer/COR.
- Keeps current on requirements mandated by the Department of Environmental Protection, OSHA, and other Federal and State regulatory agencies, ensuring contractor compliance.
- Ensures adherence to the FAR, DFARS, DoD regulations, and WHS procedures.
