This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 "Direct Hire Authority for Certain Personnel of the Department of Defense."

Typical work assignments may include the following:
  • Serves as a proactive problem solver for all functions within the Systems Division and develops management programs for internal controls over financial reporting based on materiality and risk of selected operational and system related processes.
  • Provides policy interpretations and functional recommendations on diverse system and accounting management issues; and develops recommendations involving substantive impact on policies, procedures, and systems.
  • Performs a variety of other oversight tasks related to financial planning and administration of financial systems.
  • Employs statistical and other sampling techniques to review subsidiary accounts and verifies service has reconciled them to the general ledger.
  • Accomplishes audit and reconciliation of general ledger transactions, accounts, and database systems, which are affected by a number of appropriations, allocations, and allotments.
  • Prepares and analyzes reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

I have one year of specialized experience equivalent to the next lower grade level of GS-07 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Understanding procedural guidance and providing technical assistance to the organization; Assisting with System Requirements and Robotic Process Automation (RPA) Operations; Assisting in studies, special surveys, or assisting with projects to determine impact on finance and accounting operations; Collaborating with others with the development of procedures to determine suitability of Artificial intelligence and/or RPA solutions; Assisting with programs as a technical source regarding system issues governing the recording of obligations, reimbursable orders, earnings, cost transfers, billings, collections, disbursements and expenditures for all fund types; Helping senior leadership with the application of financial management theories, concepts, principles, and standards related to the development, execution and maintenance of strategic and operational plans; Understanding policies and systems and helping with improvements in economy, efficiency, and effectiveness; Assisting with improving internal management controls, policies, and procedures; Assisting with audit and reconciliation of general ledger transactions, accounts, and database systems; AND assisting with the preparation of reports, justifications, and background papers for upper management.

OR

I have a master's degree or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Education must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.

OR

I have some specialized experience as described in A but less than one year, and I have more than two years but less than three years of graduate education as described in B. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

I have one year of specialized experience equivalent to the next lower grade level of GS-09 in the federal service (experience may have been gained in the private sector) which demonstrates the following: Making recommendations regarding procedural guidance and providing technical assistance for the organization; Identifying System Requirements and Robotic Process Automation (RPA) Operations; Participating in studies, special surveys or participating in projects to determine impact on finance and accounting operations; Assisting with the development of procedures to determine suitability of Artificial intelligence and/or RPA solutions; Managing programs and assisting as the technical authority on system issues governing the recording of obligations, reimbursable orders, earnings, cost transfers, billings, collections, disbursements and expenditures for all fund types; Making recommendations to senior leadership on the application of financial management theories, concepts, principles, and standards related to the development, execution and maintenance of strategic and operational plans; Maintaining policies and systems and making recommendations for improvements in economy, efficiency, and effectiveness; Making recommendations on improving internal management controls, policies, and procedures; Participating in audit and reconciliation of general ledger transactions, accounts, and database systems; AND preparing reports, justifications, and background papers for upper management.

OR

I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Education must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.

OR

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE-DUTY SERVICE MEMBERS: Federal agencies treat active-duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.
