Description:
SPAARK is seeking an experienced Program Manager to lead contract operations and program execution supporting the Naval Surface Warfare Center (NSWC). The Program Manager will oversee program management activities, coordinate with government leadership, and ensure successful execution of projects supporting warfare center operations, sustainment, development, and modernization.
This role requires strong leadership, strategic planning, and program management expertise to ensure projects are delivered efficiently, on schedule, and aligned with mission objectives.
Responsibilities:
-Lead program and business management activities in support of NSWC operations and management initiatives.
-Develop, implement, and refine operational processes across the contract to improve program execution.
-Coordinate closely with warfare center leadership and stakeholders to identify, plan, and implement programs and initiatives that enhance current capabilities or create new operational capabilities.
-Develop project schedules and milestone plans using tools such as Microsoft Project.
-Perform project planning including work package estimation, workload balancing, and risk analysis.
-Track program milestones, monitor performance, and report progress to government leadership.
-Contribute to strategic planning, operational reviews, and mission execution planning.
-Prepare action plans and implement standards for productivity, quality, and customer service.
-Identify systemic improvements and recommend operational changes to improve program outcomes.
-Enforce program policies, procedures, and management practices across contract operations.
Qualifications:
-Bachelor’s degree in a technical, business, or managerial discipline.
-Active Secret clearance required.
-15 years of relevant program or project management experience.
-Demonstrated experience managing complex programs supporting government or defense organizations.
-Strong experience in program planning, project execution, and risk management.
-Excellent communication, leadership, and stakeholder engagement skills.
-Desired Qualifications:
-Project Management Professional (PMP) certification.
-Experience supporting Naval Warfare Centers or Navy program
