Overview

The Program Manager provides TSA's Trusted Operations, Maintenance, Cybersecurity, Assurance, and Technology (TOMCAT) operational continuity, service excellence, security, and adaptive IT/OT Operations and Maintenance (O&M) support.

The PM is responsible for the contractual oversight of contract personnel operating, maintaining, and optimizing TSA's IT/OT capabilities, integrating new technologies, and embedding cybersecurity best practices across all environments.

Responsibilities

· Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).

· Oversee performance management program for all project staff - mentor team leads and set quantifiable goals for employees

· Assist in identifying inefficiencies, mapping current workflows, proposing improvements, and monitoring process performance.

· Support the Government in facilitating continuous improvement sessions, such as retrospectives, planning events, and daily stand-ups, where applicable, and align/tailor process improvement tools and methodologies with Government objectives and specific needs of each functional section.

· Establish and maintain an effective Quality Control Plan (QCP) that ensures all services and deliverables meet the performance standards and requirements outlined in the PWS. The QCP details methods for monitoring, inspecting, and verifying the quality of work performed. Use procedures for identifying and correcting deficiencies, preventing recurrence, and documenting quality control activities.

· Responsible for the quality of all work, ensuring it complies with the terms of the contract before submission for Government acceptance. This acceptance is based on conformance to the performance objectives, timeliness, completeness, and compliance with applicable standards, regulations, and requirements as specified in the contract.

· Prepare and present regular program reviews, performance metrics, and executive-level corporate and client briefings.

· Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.

· Serve as the primary client relationship manager within the program office

· Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.

· Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.

· Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.

· Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.

· Ensures the manning and training of the contract staff are adequate for meeting the deliverables.

· Position is 100% on the client site, five days a week in Washington DC

Qualifications

Required:

· Master's Degree in Business Administration, Computer Science, or a similar Information Technology Field.

· 12 year minimum managing IT operations to include: ServiceNow engineering processes and enhancement, AI/ML integration, Legacy Microsoft Office, and SharePoint.

· Written and verbal communication skills, to include presentation development to Senior Ranking Government officials.

· Minimum of 7 years of experience with the management of Government contracts

· Project Management Professional (PMP)

· Demonstrated success in working with clients for on-contract business growth

· Excellent leadership, communication, and stakeholder engagement skills.

· Demonstrated experience managing personnel

· Demonstrated experience supporting business development activities, including identifying opportunities, supporting capture tasks, and writing proposal sections.

· Active Secret clearance
