Location: Norfolk, VA
Employment Type: Full-Time (Contingent Upon Contract Award)

Position Overview
We are seeking a highly qualified Senior Program Manager to join our team in Norfolk, VA. This position is contingent upon contract award and requires a professional with a deep background in naval operational testing, project leadership, and strategic planning. You will be responsible for organizing complex work tasks, developing test plans, and leading technical teams to deliver critical Operational Test and Evaluation (OT&E) products.

Key Responsibilities
Program Leadership: Plan and organize work tasks, including the development of Test Plans (TP) and the performance of reconstruction and analysis for tactical operations or T&E efforts.

Strategic Planning: Develop and manage detailed Plans of Actions and Milestones (POA&M) to ensure the timely delivery of OT&E products to OPTEVFOR.

Stakeholder Engagement: Act as a primary liaison within the naval community, effectively communicating operational analysis results to sponsoring activities and high-level decision-makers.

Compliance & Standards: Apply expert working knowledge of DoD 5000 series, OPNAVINST 5000.42 series, and SECNAVINST 5000 series instructions to all project deliverables.

Required Qualifications
Experience & Certification
Experience: At least 4 years of experience (attained within the last 6 years) in planning/organizing work tasks, TP development, data collection, and reconstruction/analysis for T&E or tactical operations.

Leadership: At least 3 of the 4 years must be in a project or program management capacity.

Certification: Must possess a Project Management Professional (PMP), DAWIA Program Management - Practitioner, or an equivalent certification.

Technical Knowledge
Naval Operations: Current working knowledge of Navy and multi-service missions, operations, logistics, and organizational responsibilities.

Regulatory Framework: Proficient understanding of DoD 5000, OPNAVINST 5000.42, and SECNAVINST 5000 series.

Software Proficiency: Expert use of Microsoft Office Suite (Word, Excel, Access, and PowerPoint).

Desired Skills (Senior T&E Background)
Ideal candidates will also possess elements of the following Test & Evaluation expertise:

Extensive T&E experience (4 of the last 6 years) including IEF development and Test Execution.

Familiarity with M&S Verification, Validation, and Accreditation (VV&A) packages.

Experience with analysis methodologies for undersea, airborne, satellite, IW, or expeditionary systems.

DAWIA T&E Level II/Practitioner certification is a significant plus.
