Position Description Summary:
Leads the contractor Information Technology (IT) Acquisition process team to improve efficiency and effectiveness across the acquisition lifecycle. Provides subject matter knowledge of the IT acquisition lifecycle and milestone management, oversees acquisition and meeting schedules, and manages the collection, input, and processing of information received from customers and technical contacts. Works closely with the Government Program Manager to identify discrepancies, risks, and available resources, while supporting process improvement and timely, accurate transmission of acquisition information for review.
Responsibilities:
• Lead the IT acquisition process team in support of program acquisition activities
• Manage acquisition lifecycle activities and milestone schedules
• Track and manage acquisition data, customer inputs, and technical documentation.
• Identify discrepancies, risks, and resource issues in coordination with the Government Program Manager
• Support development, review, update, and archival of acquisition lifecycle documents, including acquisition strategies, capability implementation plans, capability support plans, business case analyses, BPR plans, analyses of alternatives, economic analyses, acquisition program baselines, communications plans, work breakdown structures, and charters
• Support milestone reviews, Authority to Proceed activities, IPT meetings, site assessments, and external reviews involving OSD, OMB, GAO, and DoD-IG
• Review and analyze acquisition program documentation for compliance with DoD, CJCSI, and DLA policies
• Assist in ensuring compliance with Clinger-Cohen Act and other Federal/DoD IT acquisition directives
• Support acquisition-related reporting, schedules, RAM, IMS, WBS, dashboards, metrics, and related documentation
Skills & Experience:
• Minimum five (5) years of experience in program management for ACAT and non-ACAT programs
• Experience with the Information Technology Acquisition lifecycle process and acquisition milestones
• Experience managing, reviewing, and analyzing a variety of source and acquisition documentation
• Strong ability to coordinate acquisition schedules, milestones, documentation, compliance requirements, and executive-level review support
• Ability to identify program risks, discrepancies, and process improvement opportunities in collaboration with Government stakeholders
