Cloud Services Support
This position supports Defense Advanced Research Projects Agency (DARPA) in Arlington, VA.
The contractor will provide a senior-level Cloud Services Subject Matter Expert (SME) to support the Agency’s enterprise cloud strategy and operations. This role will provide expert guidance on cloud architecture, utilization, and governance while supporting the oversight of cloud service providers and ensuring alignment with Department of Defense cloud policies and modernization initiatives.
The candidate must demonstrate 15 years of IT experience, including 5–10 years in Cloud Operations, Cloud Architecture, and/or Cloud Security Architecture, with increasing responsibility overseeing managed cloud services and Infrastructure as a Service (IaaS) environments as well as other cloud offerings such as SaaS and PaaS.
Experience supporting DoD environments is required, with DARPA experience preferred. Experience with enterprise cloud service providers such as AWS, Microsoft Azure, Oracle Cloud, and Google Cloud is strongly desired.
Compliance with DoD 8140.01 requirements and Cyber Workforce Advanced qualification (DCWF Code 651) is required. A Scaled Agile Framework (SAFe) or similar Agile certification is desired.
An active Top Secret clearance with eligibility for SCI and SAP access is required.
Key Responsibilities include, but are not limited to:
Cloud Strategy & Architecture
Provide primary support and subject matter expertise to the Government Chief of Cloud Services
Provide expert guidance on cloud utilization across all impact levels in accordance with DoD Cloud Computing SRG and Cloud Computing Program Guidance (CPG)
Drive adoption of cloud-first strategies and continued evaluation and utilization of SaaS solutions aligned with DARPA and DoD initiatives
Develop and maintain cloud utilization policies to maximize the benefits of virtualized infrastructure and cloud-native services
Cloud Governance & Risk Management
Identify implementation risks and assess potential impacts on enterprise systems and program objectives
Monitor cloud utilization activities and raise alerts or concerns when risks or inefficiencies are identified
Ensure standardization across networks and enterprise environments while identifying foundational issues requiring remediation
Cloud Operations & Provider Oversight
Interface with and support oversight of cloud service provider (CSP) professional services personnel
Provide lifecycle planning and management for cloud and hybrid cloud solutions including licensing, instance utilization, and consolidation strategies
Identify, evaluate, test, and recommend cloud identity and access management (IAM) and collaboration solutions
Cloud Financial Management
Track cloud provider costs across platforms including AWS, Microsoft, Oracle, Google, and others
Manage cloud invoice reconciliation and cost reporting
Drive cost optimization initiatives such as savings plans, backup optimization, snapshot retention improvements, and resource consolidation
Conduct cost analysis activities including forecasting, planning, and ongoing monitoring of cloud expenditures
Assist in development and maintenance of out-year cloud utilization budgets
Cloud Program Support & Collaboration
Participate in project meetings with operations teams and technical support personnel
Collaborate with Agency stakeholders including IT staff, program managers, and security officials
Coordinate with contractors and government agencies to ensure cloud architectures align with Agency, DoD, and federal mandates
Support development and review of cloud-related acquisition documentation including PWSs, SOWs, SOOs, and IGCEs
Agile & Program Execution
Serve as Product Manager under the SAFe construct for cloud initiatives
Develop acceptance criteria defining viable, feasible, and sustainable cloud solutions that meet mission requirements
Provide knowledge transfer and technical guidance on cloud and hybrid cloud solutions to government and contractor staff
