Northrop Grumman's Mission Systems sector is seeking a Manager, Programs Level 2 to support the Navigator & Lifecycle Operating Unit. This position will be located on-site at our Woodland Hills, CA location.

What you'll get to do:

The Obsolescence Program Manager will be responsible for all Civil Aviation programs including O&R, customer satisfaction, field support, software updates, and product obsolescence. Additional responsibilities will include:
  • Responsible for non-recurring military engineering programs.
  • Direct all phases of programs from inception through completion.
  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
  • Participate in the negotiation of contract and contract changes.
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contracts.
  • Act as primary customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance.
  • Establish design concepts, criteria and engineering efforts for product development, integration and test.
  • Develop new business or expand the product line with the customer.
  • Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.
  • Direct the work of employees assigned to the program from technical, manufacturing and administrative areas.
  • Responsible for managing obsolescence to enable longevity in the product lifecycle across the NACS BU.
  • Develop obsolescence assessment reports and work with program managers across the BU to Address Diminishing Manufacturing Sources (DMS) / obsolescence activities across the entire product lifecycle, from proposal through sustainment activities; lead working group meetings to track status and action items; measure and track internal metrics to ensure processes are being followed.

Basic Qualifications:
  • Bachelor's degree in a STEM disciple with 8 years, or a Master's degree in a STEM disciple with 6 years' experience supporting U.S. Government contracts, customers, and/or program or project management. Will consider 4 additional years' additional relevant experience in lieu of degree requirement.
  • Minimum of 3+ years' experience serving as Project Lead, Task Lead, Integrated Program Team (IPT) Lead, or Cost Account Manager (CAM), responsible for delivering program scope on schedule, within cost baseline, and meeting defined technical or contractual requirements.
  • Demonstrated experience coordinating cross-functional teams (e.g. engineering, program management, supply chain, quality, or test), including geographically dispersed team members, to support program execution and delivery of program milestones.
  • Experience developing or maintaining program execution plans and Integrated Master Schedules (IMS) to support delivery of contractual milestones and program deliverables.
  • Experience supporting cost and schedule performance management using program management tools such as Integrated Master Schedules (IMS) and Earned Value Management System (EVMS), including Cost Account Manager (CAM) responsibilities or similar financial tracking activities.
  • Demonstrated experience supporting program schedule management, and program financial controls, including development and maintenance of Integrated Master Schedules (IMS), tracking program financial performance, and reporting program execution metrics.
  • Demonstrated experience applying Risk and Opportunity Management processes, including identifying, documenting, and tracking program risks and mitigation plan.
  • Demonstrated experience leading technology-oriented projects or program tasks, while delivering scope on schedule and within defined cost or performance requirements.
  • Demonstrated experience leading process improvement or operational planning initiatives to improve program execution, efficiency, or organizational performance.
  • U.S. Citizenship required.
  • A current/active DoD Secret clearance is required or the ability to obtain one.


Preferred Qualifications:
  • Demonstrated experience supporting navigation system programs including technologies such as Ring Laser Gyro (RLG), Zero Lock Gyro (ZLG) and Fiber Optic Gyro (FOG) products and familiarity with software development methods for complex navigation systems.
  • Demonstrated experience supporting product life cycle or obsolescence planning activities, including identification and mitigation of component or system obsolescence risks.
  • Project Management Professional (PMP) certification or equivalent program management certification preferred.

Primary Level Salary Range: $161,100.00 - $241,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
