Duties

The primary purpose of this position is: To perform quality assurance evaluations of contractor work involved in the inspection, evaluation, deficiency and trend analysis, configuration control, time compliance, technical order publications management, production analysis, training support, monitoring of expenditures for maintenance and operations in support of the Upgraded Early Warning Radar and the Long Range Discrimination Radar (LRDR) and all associated ancillary equipment.
  • Develops quality assurance inspection schedule for contractor supplied services.
  • Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of civil engineering and knowledge of architecture and other engineering and disciplines to ensure overall compliance with contracted specifications, schedules, etc.
  • Supports or serves as Activity Management Plan (AMP) Manager responsible for developing short- and long-range facilities and infrastructure priorities and requirements.
  • Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, AF Civil Engineer Center, and AF Installation Mission Support Center.
  • Liaison between Commander, Contracting Officer, contractor, contractor representatives, Director of Operations and other Air Force personnel.
  • Prepares and provides briefings and reports to various levels of management and contractor personnel. Uses multiple office automation software to provide a wide range of documents that require complex formats such as graphics or tables within text, editing and reformatting electronic drafts and updating or revising existing data bases or spreadsheets.

Qualifications

Conditions of Employment cont.
  • This is a Term position NTE 04/15/2028; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening of the Ready Reserve.")
  • Work may be performed inside or outside and at times may be in close proximity to high voltage, low-level radio frequency emissions, loud equipment, and working at heights up to 110 feet. Work may involve the use of appropriate protective clothing and safety gear. Work may be required in extreme winter conditions.
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without the capability of the organization to- function effectively. Unless an alternate can be impairing designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-05 - GS-11 or equivalent in the Federal Service. Specialized experience must include knowledge and application of quality assurance/control methods, principles and practices, including statistical and sampling techniques to plan, develop, and implement quality assurance programs involving the maintenance and operation of Phased Array Radars and LRDR to include power production and distribution, facility systems, communications, and the site logistical support system. Thorough knowledge of maintenance, operation diesel power production and electrical distribution systems, fuel handling, usage, storage, and related safety practices, heating, refrigeration, ventilation, air conditioning, compressed air, environmental controls, radar cooling, and auxiliary systems; service platforms, elevator, service hoists, EMP/RFI shielding and doors, building hardware, and other installed equipment; and work order scheduling and management. Working knowledge of test equipment, maintenance techniques and procedures related to organizational/field maintenance of heavy ground radar systems. Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge and application of quality assurance/control methods, principles and practices, including statistical and sampling techniques to plan, develop, and implement quality assurance programs involving the maintenance and operation of Phased Array Radars and LRDR to include power production and distribution, facility systems, communications, and the site logistical support system.
  • Thorough knowledge of maintenance, operation diesel power production and electrical distribution systems, fuel handling, usage, storage, and related safety practices, heating, refrigeration, ventilation, air conditioning, compressed air, environmental controls, radar cooling, and auxiliary systems; service platforms, elevator, service hoists, EMP/RFI shielding and doors, building hardware, and other installed equipment; and work order scheduling and management.
  • Working knowledge of test equipment, maintenance techniques and procedures related to organizational/field maintenance of heavy ground radar systems. Skill in the operation of phased array radars and hardware support systems.
  • Ability to make/accept/reject decisions on contractor performance based on quality assurance principles. Ability to communicate effectively, both orally and in writing, to make presentations and recommendations to contractors and military personnel at various command levels.
  • Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints.
  • Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
