Role Overview:

The Senior FOIA Analyst performs advanced FOIA processing with minimal oversight and serves as an expert resource on FOIA statutory requirements, exemptions, and complex case handling. This role independently analyzes complex or sensitive requests, conducts and validates searches, applies exemptions at an expert level, and prepares legally sufficient releasable records. The Senior FOIA Analyst mentors junior and mid-level staff, supports quality assurance efforts, identifies risks or trends, and ensures the program maintains high standards of compliance and accuracy.

Responsibilities:

Advanced FOIA Processing
  • Lead the processing of complex, sensitive, multi-component, or high‑visibility FOIA requests.
  • Conduct, validate, and document comprehensive record searches across multiple systems and custodians.
  • Apply FOIA exemptions with expert-level accuracy, ensuring legal sufficiency and consistency with agency guidance.
  • Prepare response packages, redactions, determination letters, and supporting documentation meeting all statutory and regulatory requirements.

Quality Assurance & Compliance
  • Support or conduct QA reviews of junior and mid‑level analyst work.
  • Identify risks, trends, and recurring deficiencies; recommend corrective actions.
  • Ensure compliance with FOIA, Privacy Act, federal records management requirements, and agency policies.
  • Assist in developing, updating, and improving SOPs, templates, redaction standards, and process documentation.

Mentorship & Staff Support
  • Provide coaching, guidance, and subject‑matter assistance to junior and mid‑level analysts.
  • Serve as an internal escalation point for complex exemption questions, unusual case types, or procedural issues.
  • Participate in knowledge‑sharing, training sessions, and internal capacity‑building initiatives.

Stakeholder Coordination
  • Engage with program offices, records custodians, and leadership to clarify request scope, obtain records, or resolve issues.
  • Draft clear and concise communications to internal or external stakeholders.
  • Support senior program staff or PMs in preparing metrics, reports, or briefings when needed.


Required Minimum Qualifications:

Education:
  • Bachelor's degree required.
  • Preferred: FOIA‑related training, formal FOIA coursework, or comparable certifications.

Experience:
  • Three (3) years of successful FOIA processing experience within the last 48 months.
  • Experience in a federal FOIA program or high‑volume FOIA environment.
  • Expertise in Privacy Act, PII/PHI handling, or federal records management.
  • Prior experience performing QA reviews or developing FOIA workflows.

Knowledge & Skills:
  • Expert-level understanding of FOIA law, case law applications, exemptions, foreseeable harm analysis, and complex review scenarios.
  • Proficiency with FOIA tracking systems, redaction tools, and document management platforms.
  • Ability to process complex or sensitive records with independent judgment and minimal oversight.
  • Strong analytical, writing, and communication skills.
  • Experience reviewing the work of others, providing feedback, or supporting quality control functions.

Additional Requirements:
  • Ability to obtain and maintain a Public Trust or other required clearance.
  • Familiarity with systems such as FOIAXpress, PAL, CaseTrack, Relativity, Adobe Pro, SharePoint, or other FOIA/records platforms.

This position is contingent upon contract award. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.

In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance. Individuals may also be subject to a background investigation including, but not limited to criminal history, employment and education verification, drug testing, and creditworthiness.
