Role Overview:

The Mid-Level FOIA Analyst performs intermediate-level FOIA processing with minimal supervision. This role reviews and interprets FOIA requests, conducts and validates records searches, evaluates materials for responsiveness, applies applicable FOIA exemptions, and prepares releasable records for issuance. The analyst also provides guidance and support to junior staff, ensuring consistent adherence to FOIA policies, quality standards, and agency procedures.

Responsibilities:

FOIA Request Review & Interpretation
  • Analyze FOIA requests to determine scope, required actions, and complexity.
  • Identify appropriate custodians, systems, and data sources needed for searches.
  • Flag sensitive, complex, or multi-component requests for senior review when necessary.

Search Execution & Validation
  • Conduct thorough searches for responsive records using designated systems.
  • Validate search results for adequacy, completeness, and proper documentation.
  • Coordinate with program offices or data owners to obtain required records.

Record Review & Processing
  • Review records for relevance, sensitivity, and necessary redactions.
  • Apply FOIA exemptions in accordance with statutory requirements and agency guidance.
  • Prepare releasable packages, response letters, Vaughn-like explanations, and supporting documentation.

Quality Assurance & Workflow Efficiency
  • Follow established SOPs and maintain accurate case tracking.
  • Ensure compliance with FOIA, Privacy Act, and federal records management requirements.
  • Provide quality checks on junior analysts' work when assigned.

Team Support & Collaboration
  • Assist junior analysts by answering questions, reviewing drafts, and guiding them through workflows.
  • Collaborate with senior analysts and leadership to resolve complex cases or operational bottlenecks.
  • Contribute to process improvements, training efforts, and documentation updates.


Required Minimum Qualifications:

Education:
  • Associate degree required.
  • Optional note (if desired): Additional FOIA experience may substitute for the degree.

Experience:
  • Two (2) years of FOIA processing experience within the last 36 months.

Knowledge & Skills:
  • Solid understanding of FOIA regulations, exemptions, and procedural requirements.
  • Ability to conduct and validate searches across multiple systems and data repositories.
  • Competency with redaction tools, document management systems, and FOIA tracking platforms.
  • Strong analytical skills, attention to detail, and ability to work independently with minimal supervision.
  • Strong writing skills for drafting responses, determinations, and communication with stakeholders.
  • Experience mentoring or reviewing work of junior analysts.
  • Exposure to Privacy Act, PII handling, records management, or e‑discovery.
  • Experience working with federal agencies or high‑volume FOIA programs.

Additional Requirements:
  • Ability to obtain and maintain Public Trust or other required clearance.
  • Familiarity with systems such as FOIAXpress, Adobe Pro, SharePoint, PAL, or other FOIA platforms.


This position is contingent upon contract award. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.

In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance. Individuals may also be subject to a background investigation including, but not limited to criminal history, employment and education verification, drug testing, and creditworthiness.
